Die rasante Entwicklung des Entstehens sowie des Verschwindens eines Phänomens, das mehrheitlich als "New Economy" bezeichnet wird, verbietet im Grunde die detaillierte schriftliche Auseinandersetzung mit dem Thema in der etablierten Form des Praktikerhandbuchs. Zu schnell wechseln die Rahmenbedingungen und das, was gestern noch gültig war, hat heute schon keinerlei Relevanz mehr. Dass die Autoren sich dennoch entschlossen haben, einen Wegweiser durch das Dickicht der neuen Moden im Bereich des Human Resources Management zu entwerfen, ist darauf zurückzuführen, dass sie eine gemeinsame Überzeugung teilen. Diese lässt sich kurz und prägnant in der Aussage zusammenfassen, dass ohne die Entwicklung der New Economy eine beschleunigte Neupositionierung der Human-Resources-Bereiche kaum denkbar gewesen wäre oder zumindest nur erheblich verzögert stattgefunden hätte. Auf dieser Überzeugung fußt der nachfolgende Text, der ohne die tatkräftige Mithilfe vieler Freunde kaum zustande gekommen wäre. Der Dank der Autoren geht daher zunächst und vor allem an Ulrich Jennebach, der nicht nur in rasender Geschwindigkeit, sondern auch mit größtem Einfühlungsvermögen und hoher Sachkenntnis dafür sorgte, dass die Abbildungen im Text den heutigen Anforderungen des computerunterstützten Designs und Layouts entsprechen. Des Weiteren richtet sich der Dank an alle, die durch inhaltliche Hinweise, Ergänzungen oder korrigierende Eingriffe maßgeblich zum Gelingen beigetragen haben. Insbesondere sollen hier Petra Rutz und Anne Steiner erwähnt werden, die für manche kritische Anregung und damit für einige neue Ideen sorgten. Sylvia Hippel, die in einem frühen Stadium viel Schreib-und Koordinationsarbeit übernommen hat, sei ebenso gedankt.

Every year, the harmful use of alcohol kills 2.5 million people, including 320,000 young people between 15 and 29 years of age. It is the eighth leading risk factor for deaths globally, and harmful use of alcohol was responsible for almost 4% of all deaths in the world, according to the estimates for 2004. In addition to the resolution, a global strategy developed by WHO in close collaboration with Member States provides a portfolio of policy options and interventions for implementation at the national level with the goal to reduce the harmful use of alcohol worldwide. Ten recommended target areas for policy options include health services' responses, community action, pricing policies and reducing the public health impact of illicit alcohol and informally produced alcohol. WHO was also requested to support countries in implementing the strategy and monitor progress at global, regional and national levels.
