This groundbreaking book examines the treatment of veterans of the People's Liberation Army and military families as an illuminating window into Chinese patriotism, citizenship, and legitimacy. Using a wealth of recently declassified archival documents and employing a wide comparative perspective, Neil J. Diamant presents the first large-scale study of these groups in comparison to similar populations in other parts of Asia and in the West. He offers an unprecedented look at the "everyday interactions" among veterans, military families, state officials, and ordinary citizens as they attempted to secure urban residence, jobs, spouses, medical care, and respect. Often celebrated by the government for their glorious and patriotic service, veterans and military families were the beneficiaries of many policies, such as affirmative action in hiring and access to political power. But, the author asks, if veteran and military families were heroic, why did many of them compare their situation to "donkeys slaughtered after grinding the wheat" and "tossed-away dirty socks?" And what explains the thousands of suicides among veterans, rampant discrimination, and ongoing protests against the government? By comparing veterans in China to their counterparts in the United States, the Soviet Union, Israel, and elsewhere, this book provides important answers to the larger question of what circumstances lead to better or worse treatment of veterans, and what this treatment tells us about patriotism, legitimacy, and respect for military service.

In the World War I era, veterans fought for a unique right: access to government-sponsored health care. In the process, they built a pillar of American social policy. Burdens of War explores how the establishment of the veterans’ health system marked a reimagining of modern veterans’ benefits and signaled a pathbreaking validation of the power of professionalized institutional medical care. Adler reveals that a veterans’ health system came about incrementally, amid skepticism from legislators, doctors, and army officials concerned about the burden of long-term obligations, monetary or otherwise, to ex-service members. She shows how veterans’ welfare shifted from centering on pension and domicile care programs rooted in the nineteenth century to direct access to health services. She also traces the way that fluctuating ideals about hospitals and medical care influenced policy at the dusk of the Progressive Era; how race, class, and gender affected the health-related experiences of soldiers, veterans, and caregivers; and how interest groups capitalized on a tense political and social climate to bring about change. The book moves from the 1910s—when service members requested better treatment, Congress approved new facilities and increased funding, and elected officials expressed misgivings about who should have access to care—to the 1930s, when the economic crash prompted veterans to increasingly turn to hospitals for support while bureaucrats, politicians, and doctors attempted to rein in the system. By the eve of World War II, the roots of what would become the country’s largest integrated health care system were firmly planted and primed for growth. China has witnessed numerous incidents of social protests over the past three decades. Protests create uncertainty for authoritarian governments, and the Chinese government has created, strengthened, and coordinated multiple dispute-resolution institutions to manage social conflicts and protests. Accommodating the aggrieved prevents the accumulation of grievances in society, but concessions require resources. As the frequency and scale of collective action are closely tied to the political opportunity for action, the Chinese government has also contained protest by shaping the political opportunity available to the aggrieved. Cai and Chen show that when the Chinese central government prioritizes social control, as it has under Xi Jinping's leadership, it signals that it will tolerate local governments' use of coercion. The result is an environment that is not conducive to the mobilization of collective action, large-scale occurrences of which have been uncommon in China in recent years.
