In recent years, debate on the state's economic role has too often devolved into diatribes against intervention. Peter Evans questions such simplistic views, offering a new vision of why state involvement works in some cases and produces disasters in others. To illustrate, he looks at how state agencies, local entrepreneurs, and transnational corporations shaped the emergence of computer industries in Brazil, India, and Korea during the seventies and eighties. Evans starts with the idea that states vary in the way they are organized and tied to society. In some nations, like Zaire, the state is predatory, ruthlessly extracting and providing nothing of value in return. In others, like Korea, it is developmental, promoting industrial transformation. In still others, like Brazil and India, it is in between, sometimes helping, sometimes hindering. Evans's years of comparative research on the successes and failures of state involvement in the process of industrialization have here been crafted into a persuasive and entertaining work, which demonstrates that successful state action requires an understanding of its own limits, a realistic relationship to the global economy, and the combination of coherent internal organization and close links to society that Evans called "embedded autonomy."

This book addresses the sustained failure to properly fund local government in England. While there has been plenty of rhetoric and policy initiatives around devolution of power to local authorities in recent decades, continuing recently with the English Devolution Bill, there has been far less attention paid to how these endeavours will be practically delivered and, most importantly, funded. In this context, the motivation in this book is to consider how local government in England could be funded differently. How can the continual hand to mouth existence of local authorities, and those that work to support them, be improved? Drawing on a system-based analysis of international local government practice, the authors develop a new theory of embedded autonomy to help understand and frame how local government can be funded effectively in England.

Conventional wisdom argues that the integration of the world economy is making national governments less powerful, but Linda Weiss disagrees. In an era when global society and the transnational market are trendy concepts, she suggests that state capacities for domestic transformative strategies provide a competitive advantage. Some of the most successful economies rely on state-informed and state-embedded institutions for governing the economy. In fact, she contends, the strength of external economic pressures is largely determined domestically, and the effect of such pressures varies with the strength of domestic institutions. Weiss analyzes the sources and varieties of state capacity for governing industrial transformation in contemporary cases: the unraveling of Sweden's distributive model of adjustment, the evolution of developmental states in Northeast Asia, and the parallel strengths of the German and Japanese systems of industrial coordination. Her comparative perspective allows her to show how different types of state capacity affect industrial vitality and domestic adjustment to global forces. As economic integration proceeds, she concludes, state capabilities will matter more rather than less in fostering social well-being and the creation of wealth.

People are socially situated amid complex relations with other people and are bound by interpersonal frameworks having significant influence upon their lives. These facts have implications for their autonomy. Challenging many of the currently accepted conceptions of autonomy and of how autonomy is valued, Oshana develops a 'social-relational' account of autonomy, or self-governance, as a condition of persons that is largely constituted by a person’s relations with other people and by the absence of certain social relations. She denies that command over one's motives and the freedom to realize one's will are sufficient to secure the kind of command over one's life that autonomy requires, and argues against psychological, procedural, and content neutral accounts of autonomy. Oshana embraces the idea that her account is 'perfectionist' in a sense, and argues that ultimately our commitment to autonomy is defeasible, but she maintains that a social-relational account best captures what we value about autonomy and best serves the various ends for which the concept of autonomy is employed.

As a hybrid regime, Hong Kong has been governed by a state-business alliance since the colonial era. However, since the handover in 1997, the transformation of Hong Kong’s political and socio-economic environment has eroded the conditions that supported a viable state-business alliance. This state-business alliance, which was once a solution for Hong Kong’s governance, has now become a political burden, rather than a political asset, to the post-colonial Hong Kong state. This book presents a critical re-examination of the post-1997 governance crisis in Hong Kong under the Tung Chee-hwa and Donald Tsang administrations. It shows that the state-business alliance has failed to function as an organizational machinery for supporting the post-colonial state, and has also served to generate new governance problems. Drawing upon contemporary theories on hybrid regimes and state capacity, this book looks beyond the existing opposition-centered explanations of Hong Kong’s governance crisis. By establishing the causal relationship between the failure of the state-business alliance and the governance crisis facing the post-colonial state, Brian C. H. Fong broadens our understanding of the governance problems and political confrontations in post-colonial Hong Kong. In turn, he posits that although the state-business alliance worked effectively for the colonial state in the past, it is now a major problem for the post-colonial state, and suggests that Hong Kong needs a realignment of a new governing coalition. Hong Kong’s Governance under Chinese Sovereignty will enrich and broaden the existing literature on Hong Kong’s public governance whilst casting new light on the territory’s political developments. As such, it will be welcomed by students and scholars interested in Chinese politics, Hong Kong politics, and governance.
