For radicals in Europe and North America, the anti-imperialist—and Chinese—revolutions continued the great task of 1789, 1848, and 1870, the “bourgeois revolution” in Marx’s terms, and the creation of nations that would release the energies and unity of purpose to create new worlds of prosperity and freedom. The nationalist focus led to an emphasis on autarkic development—the nation, it was said, already possessed within its own boundaries all the requirements and resources to match the accomplishments of global civilization. The overthrow of empire in the 1950s and 1960s—of which the coming to power of the Chinese Communist party in 1949 was a important part—seemed to augur a new era in world history, one in which the majority of the world’s population secured liberation. There was perhaps a sense in which this was true, but the reality for the majority was far removed from this giddy hope. And in the case of the ordinary Chinese, the newly “liberated” regime proved far more brutal and exacting than those that it had replaced (which also attained high standards of brutality and injustice). In China the great famine of 1958–62 was only the most spectacularly cruel and gratuitous product of that new order. For the former inhabitants of the old empires, national liberation turned out to be not liberation of all, but the creation of a new national ruling class, as often as not exploiting its position at home to make fortunes then smuggled abroad.

This is the first definitive biography of arguably India’s most influential and powerful civil servant: P.N. Haksar, Indira Gandhi’s alter ego during her period of glory. Educated in the sciences and trained in law, Haksar was a diplomat by profession and a communist-turned-democratic socialist by conviction. He had known Indira Gandhi from their student days in London in the late-1930s, even though family links predated this friendship. They kept in touch, and in May 1967, she plucked him out of his diplomatic career and appointed him secretary in the prime minister’s Secretariat. This is when he emerged as her ideological beacon and moral compass, playing a pivotal role in her much-heralded achievements including the nationalization of banks, abolition of privy purses and princely privileges, the Indo-Soviet Treaty, the creation of Bangladesh, rapprochement with Sheikh Abdullah, the Simla and New Delhi Agreements with Pakistan, the emergence of the country as an agricultural, space and nuclear power and, later, the integration of Sikkim with India. This power and influence notwithstanding, Haksar chose to walk away from Indira Gandhi in January 1973. She, however, persuaded him to soon return, first as her special envoy and later as deputy chairman of the Planning Commission where he left his distinctive imprint. Exiting government once and for all in May 1977, he then continued to be associated with a number of academic institutions and became the patron for various national causes like protecting India’s secular traditions, propagating of a scientific temper, strengthening the public sector and deepening technological self-reliance. Successive prime ministers sought his counsel and in May 1987, he initiated the reconstruction of India’s relations with China. He remained an unrepentant Marxist and one of India’s most respected elder statesman and leading public figures till his death in November 1998. Drawing on Haksar’s extensive archives of official papers, memos, notes and letters, Jairam Ramesh presents a compelling chronicle of the life and times of a truly remarkable personality who decisively shaped the nation’s political and economic history in the 1960s and 1970s that continues to have relevance for today’s India as well. The bibliography lists the literature and State practice on the question of recognition in international law for the last two hundred years. It contains books and articles, ie. contributions to journals and other collected works such as Festschriften and Encyclopaedias, as well as (published and unpublished) theses, pamphlets, compilations of diplomatic documents and case notes. As many of the monographs on recognition in international law will not be available in all libraries, book reviews have been included in the bibliography in order to enable the user to decide whether it may be advisable to order a certain work by inter-library loan. Its 4,500 entries are arranged systematically according to subject categories in fourteen main sections. Each main section is further subdivided with ever-increasing specificity into sub-sections on codification, codification attempts, general studies, studies of certain recognition questions and studies of specific recognition cases. The bibliography employs a broad meaning of recognition. It is not restricted to the question of status of an authority or entity in international law but encompasses also the question of relations with it. As many of the recognition cases must be considered, and can only be understood, against their historic, political and sometimes even economic background, the bibliography includes not only purely legal treaties but also publications of a primarily historical, political or economic content which incidentally deal with aspects of recognition in international law. This is reflected by the titles of the 730 journals from more than 50 countries in 20 different languages which have been used to compile the bibliography.
