President Truman shuttered the Office of Strategic Services (OSS) as an unneeded, wartime-only special operations/quasi-intelligence agency. The State Department, the Navy, and the War Department quickly recognized that a secret information vacuum loomed and urged the creation of something to replace OSS. These previously declassified and released documents present the thoughtful albeit tortuous and contentious creation of CIA, culminating in the National Security Act of 1947. The declassified historic material dissects the twists and turns and displays the considerable political and legal finesse required to assess the many plans, suggestions, maneuvers and actions that ultimately led to the establishment of the Central Intelligence Agency and other national security entities, which included the incorporation of special safeguards to protect civil liberties. Copies of selected intelligence documents and a timeline of miliestones in the creation of the US Intelligence Community from 1941 through 1964 are included in this resource.

A century ago, almost any state could be competitive at espionage.Fifty years ago, only the Cold War alliances clustered around the two superpowers could. Today, however, many states can do so once again, and private entities and even individuals can gather secrets and manipulate events around the globe. The skills and technology needed to "do" intelligence have diffused around the world and across societies; they can literally be purchased on-line. The problems caused by this spread of intelligence now reach beyond the security services to corporate offices and private homes. This book is a sweeping history of the development of professional, institutionalized intelligence as well as a look at the implications of fall of the state monopoly going forward. The book is oriented toward U.S. intelligence, but the early chapters address the birth of professional intelligence in Europe at the beginning of the twentieth century. Throughout, there is an emphasis on technological advancement as a driver of intelligence, both in terms of creating a need for intelligence and counterintelligence and in terms of improving its techniques.

'The most comprehensive narrative of intelligence compiled ... unrivalled' Max Hastings, Sunday Times 'Captivating, insightful and masterly' Edward Lucas, The Times The history of espionage is far older than any of today's intelligence agencies, yet the long history of intelligence operations has been largely forgotten. The first mention of espionage in world literature is in the Book of Exodus.'God sent out spies into the land of Canaan'. From there, Christopher Andrew traces the shift in the ancient world from divination to what we would recognize as attempts to gather real intelligence in the conduct of military operations, and considers how far ahead of the West - at that time - China and India were. He charts the development of intelligence and security operations and capacity through, amongst others, Renaissance Venice, Elizabethan England, Revolutionary America, Napoleonic France, right up to sophisticated modern activities of which he is the world's best-informed interpreter. What difference have security and intelligence operations made to course of history? Why have they so often forgotten by later practitioners? This fascinating book provides the answers.
