Emerging Cognitive Neuroscience and Related Technologies, from the National Research Council, identifies and explores several specific research areas that have implications for U.S. national security, and should therefore be monitored consistently by the intelligence community. These areas include: neurophysiological advances in detecting and measuring indicators of psychological states and intentions of individuals the development of drugs or technologies that can alter human physical or cognitive abilities advances in real-time brain imaging breakthroughs in high-performance computing and neuronal modeling that could allow researchers to develop systems which mimic functions of the human brain, particularly the ability to organize disparate forms of data. As these fields continue to grow, it will be imperative that the intelligence community be able to identify scientific advances relevant to national security when they occur. To do so will require adequate funding, intelligence analysts with advanced training in science and technology, and increased collaboration with the scientific community, particularly academia. A key tool for the intelligence community, this book will also be a useful resource for the health industry, the military, and others with a vested interest in technologies such as brain imaging and cognitive or physical enhancers.

Emerging Military Technologies written by Wilson W.S. Wong and has been published by Bloomsbury Publishing USA this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-01-07 with History categories.

This book examines emerging defense technologies such as directed energy weapons, nanotech devices, and bioscience applications that have the potential to dominate international relations in the future, just as nuclear weapons and space infrastructure-assisted conventional weapons do now. Emerging Military Technologies: A Guide to the Issues examines the potential of the United States to bring new technologies to deployment in the service of America's security and defense. The work also discusses how other international actors may regard the United States' investment in these high-tech capabilities, identifying possible resultant counter actions, and presents several divergent viewpoints on what the future may bring. The book thoroughly explores three general categories of emerging technologies: autonomous computers, nanotechnology and biotechnology, and the interrelated topics of directed energy weapons and ubiquitous space access. Security studies expert Wilson W.S. Wong balances coverage of today's cutting-edge science and engineering with treatment of real-world concerns of effectiveness, military ethics, and international relations in the 21st century. An invaluable resource for members of the military and intelligence communities, this book also provides general readers with an accessible introduction to these highly technical topics.

Report of a Workshop on Science, Technology, Engineering, and Mathematics (STEM) Workforce Needs for the U.S. Department of Defense and the U.S. Defense Industrial Base is the summary of a workshop held August 11, 2011, as part of an 18-month study of the issue. This book assesses the STEM capabilities that the Department of Defense (DOD) needs in order to meet its goals, objectives, and priorities; to assess whether the current DOD workforce and strategy will meet those needs; and to identify and evaluate options and recommend strategies that the department could use to help meet its future STEM needs.

“One of the most important thinkers describes the literally mind-boggling possibilities that modern brain science could present for national security.” —LAWRENCE J. KORB, former US Assistant Secretary of Defense “Fascinating and frightening.” —Bulletin of the Atomic Scientists The first book of its kind, Mind Wars covers the ethical dilemmas and bizarre history of cutting-edge technology and neuroscience developed for military applications. As the author discusses the innovative Defense Advanced Research Projects Agency (DARPA) and the role of the intelligence community and countless university science departments in preparing the military and intelligence services for the twenty-first century, he also charts the future of national security. Fully updated and revised, this edition features new material on deep brain stimulation, neuro hormones, and enhanced interrogation. With in-depth discussions of “psyops” mind control experiments, drugs that erase both fear and the need to sleep, microchip brain implants and advanced prosthetics, supersoldiers and robot armies, Mind Wars may read like science fiction or the latest conspiracy thriller, but its subjects are very real and changing the course of modern warfare. Jonathan D. Moreno has been a senior staff member for three presidential advisory commissions and has served on a number of Pentagon advisory committees. He is an ethics professor at the University of Pennsylvania and the editor-in-chief of the Center for American Progress’ online magazine Science Progress.

Neuroscience And The Problem Of Dual Use written by Malcolm R. Dando and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-08-20 with Medical categories.

This book discusses recent brain research and the potentially dangerous dual-use applications of the findings of these research projects. The book is divided into three sections: Part I examines the rise in dual-use concerns within various state’s chemical and biological non-proliferation regime’s during this century, as well as the rapid technologically driven advances in neuroscience and the associated possible misuse considerations in the same period. Part II reviews the brain research projects in the EU, USA, Japan, China and several other countries with regard to their objectives, achievements and measures to deal with the problem of dual-use. Part III assesses the extent to which the results of this civil neuroscience work, which is intended to be benign, are being, and could be protected against future hostile applications in the development of novel chemical and biological weapons.

This book offers an analysis of how the Chemical and Biological Weapons (CBW) regime has responded in the immediate aftermath of the Covid-19 pandemic. Coronavirus has highlighted the need to better protect modern societies from natural, accidental and deliberate disease affecting humans, animals and plants. Within that context preventing the deliberate hostile use of biological and chemical agents will be of increasing importance. Dando asks to what extent there has been a significant strengthening to the CBW non-proliferation regime in the immediate aftermath of the COVID-19 pandemic using an analysis focused on two proposals to strengthen the Chemical Weapons Convention and the Biological and Toxin Weapons Convention which aim to constrain advances in science and technology developments that could be misused. On this basis he concludes that it would be hard to argue that to date there has been a significant strengthening of the CBW regime.

During the last century, advances in the life sciences were used in the development of biological and chemical weapons in large-scale state offensive programmes, many of which targeted the nervous system. This study questions whether the development of novel biological and chemical neuroweapons can be prevented as neuroscience progresses.

On The Dual Uses Of Science And Ethics written by Michael J. Selgelid and has been published by ANU E Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-12-19 with Philosophy categories.

Claims about the transformations enabled by modern science and medicine have been accompanied by an unsettling question in recent years: might the knowledge being produced undermine – rather than further – human and animal well being? On the Dual Uses of Science and Ethics examines the potential for the skills, know-how, information, and techniques associated with modern biology to serve contrasting ends. In recognition of the moral ambiguity of science and technology, each chapter considers steps that might be undertaken to prevent the deliberate spread of disease. Central to achieving this aim is the consideration of what role ethics might serve. To date, the ethical analysis of the themes of this volume has been limited. This book remedies this situation by bringing together contributors from a broad range of backgrounds to address a highly important ethical issue confronting humanity during the 21st century.
