In April 1992, the world witnessed a renewal in South Central Los Angeles of the urban violence that exploded over a quarter of a century earlier. As in 1965, the spark that ignited the firestorm was Black rage over police brutality. But in both eras the tinder was prepared by decades of social neglect and political disenfranchisement that have left the predominantly non-white urban poor trapped and virtually without hope. Race, Politics, and Economic Development strips away the veneer of mass-media images to examine the underlying causes of Black urban poverty and to recommend means to escape the seemingly endless cycle of retributive violence that it spawns. The book brings together Black activists and scholars, including two former mayors of American cities, to analyse the theoretical and practical problems currently facing the Black community in the United States. The essays collected here are dominated by three key themes: that political influence, power, and wealth are major factors in determining social welfare policies directed at Blacks, the poor and the working class; that both liberal and conservative policies over the last fifty years are no longer effective in alleviating a growing human service crisis among Blacks; and that the political mobilization of impoverished sectors of the Black community is absolutely critical in resolving the problem of poverty in urban America. Drawing on new work in the social sciences, political theory, and economics, and also on the contributors' activist experiences, these essays represent a pathbreaking new agenda for the participation of grassroots Black leaders in developing and implementing urban policy. This anthology presents issues, challenges and progress in Rwanda, Mauritius, Ethiopia, South Africa, and Uganda towards Africa's acknowledgement through Agenda 2063 of the need for inclusive and sustainable development, and its commitment to the Sustainable Development Goals (Agenda 2030) of the United Nations. Dictated by overall ever unfolding realities, including economic, social, political, technological issues, the growth and development dictums have been reshaped and reframed continually, in an effort to accommodate and respond to emerging issues. Human development and inclusive growth and development, within the overall theme of sustainable development, are, for example, among the recent focuses of the global and national development agenda. The background is that as individuals, communities, and societies get richer, the worrying levels of inequalities, exclusion and disparities are becoming an area of concern, drawing the attention of governments, planners, civil societies, researchers and academia. A predominant current issue has been an appreciation of high economic growth in the last 10 years, which is nonetheless marred by pervasive levels of poverty and inequality. The issues covered include: trade; rural-urban linkages; the dynamics of poverty, vulnerability, and welfare; social policies for inclusive and sustainable development; productivity and informality; and financial direct support systems to the poor. The chapters are based on first-hand data, secondary data from different databases and systematic reviews of academic literature. Drawing on the findings and conclusions of the individual chapters, the book distills together the key lessons and also puts forward recommendations for policy and practice. It is a resource for researchers, policy and decision makers, academia and graduate students.

Black Economic Empowerment (BEE) policies have been a central pillar of attempts to overcome the economic legacy of apartheid. Yet, more than two decades into democracy, economic exclusion in South Africa still largely re?ects the fault-lines of the apartheid era. Current discourse often con?ates BEE with the so-called tenderpreneurship referred to in the title, namely the reliance of some emergent black capitalists on state patronage. Authors go beyond this notion to understand BEEs role from a unique perspective. They trace the history of black entrepreneurship and how deliberate policies under colonialism and its apartheid variant sought to suppress this impulse. In the context of modern South Africa, authors interrogate the complex dynamics of class formation, economic empowerment and redress against the backdrop of broader macroeconomic policies. They examine questions relating to whether B-BBEE policies are informed by strategies to change the structure of the economy. These issues are explored against the backdrop of the experiences of other developing countries and their journeys of industrialisation. The relevant black empowerment experiences of countries such as the United States are also discussed. The authors identify policy and programmatic interventions to forge the non-racial future that the constitution enjoins South Africans to build.

Since the 1960s, black businesses have been diversifying and expanding in response to increases in entrepreneurial talent and investment capital. Opportunities created by policies such as procurement set-aside programs have induced better educated, younger blacks to create and expand firms in new lines of business, including wholesaling, contracting, and skill-intensive services. Bates argues that targeting assistance toward these emerging small businesses could go far toward halting the chronic drain of capital and skills suffered by our nation's inner cities. For the research in this book, Bates has been quoted most recently in The Economist and, twice, in The Wall Street Journal, whose editors described him as 'the reigning expert on minority business.' In 1993 Banking was cited in Congressional hearings for its evidence of the positive impact that greater investment in minority-owned firms could have on inner-city poverty.

In Collective Courage, Jessica Gordon Nembhard chronicles African American cooperative business ownership and its place in the movements for Black civil rights and economic equality. Not since W. E. B. Du Bois’s 1907 Economic Co-operation Among Negro Americans has there been a full-length, nationwide study of African American cooperatives. Collective Courage extends that story into the twenty-first century. Many of the players are well known in the history of the African American experience: Du Bois, A. Philip Randolph and the Ladies' Auxiliary to the Brotherhood of Sleeping Car Porters, Nannie Helen Burroughs, Fannie Lou Hamer, Ella Jo Baker, George Schuyler and the Young Negroes’ Co-operative League, the Nation of Islam, and the Black Panther Party. Adding the cooperative movement to Black history results in a retelling of the African American experience, with an increased understanding of African American collective economic agency and grassroots economic organizing. To tell the story, Gordon Nembhard uses a variety of newspapers, period magazines, and journals; co-ops’ articles of incorporation, minutes from annual meetings, newsletters, budgets, and income statements; and scholarly books, memoirs, and biographies. These sources reveal the achievements and challenges of Black co-ops, collective economic action, and social entrepreneurship. Gordon Nembhard finds that African Americans, as well as other people of color and low-income people, have benefitted greatly from cooperative ownership and democratic economic participation throughout the nation’s history.
