This book argues that there is nothing inherently stable, persistent or enduring about institutions. By examining the various issues facing the Malaysian bureaucracy and adopting an institutional analysis, this book brings the point that institutions are disposed to change because they are fraught with tension due to the quality of institutions. Using various examples, it explains that such tension and change dynamics can come from institutional resources, the manner in which resources are distributed to different actors, the varying power configurations among institutional actors and the larger political, economic and social environment that institutions operate in.Accordingly, in examining the various concerns of the Malaysian bureaucracy, this book highlights the typologies of institutional change and the inherent tension over resources that exist among actors that makes reform attempts, at times, potentially problematic but not impossible. New concerns in public policy and governance that are yet to be discussed widely in the Malaysian public administration literature are raised, including issues on collaborative governance, public service motivation and representative bureaucracy.

Political discourse in much of the world remains mired in simplistic ideological dichotomies of market fundamentalism for efficiency versus substantial socialism for equity. Contemporary public policy design is far more sophisticated. It blends market, government and community tools to simultaneously achieve both equity and efficiency. Unlike in the twentieth century, this design is increasingly grounded in a deep evidence base derived by way of rigorous empirical techniques. A new paradigm is emerging: hybrid policies. This volume provides a thorough introduction to this technical side of public policy analysis and development. It demonstrates that it is possible to go beyond ideology, and find there some powerful answers to our most pressing problems. An international team of experts, many of whom have experience with the design or implementation of hybrid policies, helps cover the behavioural, institutional and regulatory theories that inform the choice of policy objectives and lead the initial conception of solutions. They explain the reasons why we need evidence-based public policy and the state-of-the-art empirical techniques involved in its development. And they analyse a range of in-depth case studies from industrial relations to health care to illustrate how hybrids can intermingle the strengths of governments, markets and the community to combat the weaknesses of each and arrive at bipartisan outcomes. Hybrid Public Policy Innovations is geared to scholars and practitioners of public policy administration and management who desire to understand the analytical reasons why policies are designed the way they are, and the purpose of evidence-gathering frameworks attached to policies at implementation.

This book is novel in that it reveals significant issues of economics, management and business fields currently observed in network industries such as public utilities and transportation, and provides empirical evidence of their mechanisms and policy implications from various perspectives. This is a holistic collection of literature on public utilities economics and management, since the industries discussed include a wide range such as electricity, water supply, sewerage, transport, and postal service, which compound social infrastructure as public benefit service, and the issues examined contain not only economics topics such as cost, efficiency, and productivity, but also management topics such as governance, strategy and organizational restructuring. The book also investigates general private companies to derive future implications for policy and governance of public utilities, and covers multiple countries such as Japan, the US, and Vietnam. It demonstrates various empirical approaches and methodologies for public utility analysis through 17 chapters by experts in each field, which contributes to further cultivation of empirical studies in public utilities.

Mental Health And Crime written by Jill Peay and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-10-04 with Law categories.
Does mental disorder cause crime? Does crime cause mental disorder? And if either of these could be proved to be true what consequences should stem for those who find themselves deemed mentally disordered offenders? Mental Health and Crime examines the nature of the relationship between mental disorder and crime. It concludes that the broad definition of what is an all too common human condition – mental disorder – and the widespread occurrence of an equally all too common human behaviour – that of offending – would make unlikely any definitive or easy answer to such questions. For those who offend in the context of mental disorder, many aspects of the criminal justice process, and of the disposals that follow, are adapted to take account of a relationship between mental disorder and crime. But if the very relationship is questionable, is the way in which we deal with such offenders discriminatory? Or is it perhaps to their benefit to be thought of as less responsible for their offending than fully culpable offenders? The book thus explores not only the nature of the relationship, but also the human rights and legal issues arising. It also looks at some of the permutations in the therapeutic process that can ensue when those with mental health problems are treated in the context of their offending behaviour.
