Partindo do pressuposto que a emigração cabo-verdiana para a (e na) Europa é um tipo de fluxo migratório que não tem merecido a atenção devida, o presente estudo visa colmatar essa lacuna, tomando por referência os seguintes objectivos: 1) Inserir os fluxos migratórios cabo-verdianos para a Europa (e no interior desta) num contexto económico caracterizado pelos processos de globalização, transnacionalização e/ou mundialização dos sectores produtivos, conducentes, por exemplo, à deslocalização e relocalização industrial potenciada pelo desenvolvimento dos meios de transporte e das infraestruturas comunicacionais. Estes processos são os principais responsáveis por uma nova divisão internacional do trabalho, cuja procura sobre a procura de forças de trabalho de países terceiros por parte dos países da União Europeia importa analisar com mais atenção. A oferta de trabalho (visível ou invisível) seria, neste caso, uma força de atracção significativa para os imigrantes. 2) Proceder a um estudo aprofundado dos recentes movimentos migratórios cabo-verdianos procurando determinar as suas características diferenciadoras em relação à emigração caboverdiana em geral e, em particular, à emigração para a Europa nas décadas precedentes. 3) Analisar os processos de atracção e de inserção dos cabo-verdianos nos mercados laborais locais de três diferentes tipos de metrópoles europeias: Lisboa, Milão e Roterdão. 4) Compreender o funcionamento das “redes” formais e/ou informais que permitem a indivíduos imigrantes recém chegados, não especializados e de baixa escolarização, competirem com indivíduos nacionais, mais especializados e melhor conhecedores dos mercados locais de trabalho dos espaços em análise. 5) Perceber se existe uma modificação no modo de configuração ou estruturação dos diferentes nódulos da rede migratória cabo-verdiana que permita antecipar a formação de uma comunidade (à escala transnacional) de migrantes ou seus descendentes.

In Managing African Portugal, Kesha Fikes shows how the final integration of Portugal’s economic institutions into the European Union (EU) in the late 1990s changed everyday encounters between African migrants and Portuguese citizens. This economic transition is examined through transformations in ideologies of difference enacted in workspaces in Lisbon between the mid-1990s and the early 2000s. Fikes evaluates shifts in racial discourse and considers how both antiracism and racism instantiate proof of Portugal’s European “conversion” and modernization. The ethnographic focus is a former undocumented fish market that at one time employed both Portuguese and Cape Verdean women. Both groups eventually sought work in low-wage professions as maids, nannies, and restaurant-kitchen help. The visibility of poor Portuguese women as domestics was thought to undermine the appearance of Portuguese modernity; by contrast, the association of poor African women with domestic work confirmed it. Fikes argues that we can better understand how Portugal interpreted its economic absorption into the EU by attending to the different directions in which working-poor Portuguese and Cape Verdean women were routed in the mid-1990s and by observing the character of the new work relationships that developed among them. In Managing African Portugal, Fikes pushes for a study of migrant phenomena that considers not only how the enactment of citizenship by the citizen manages the migrant, but also how citizens are simultaneously governed through their uptake and assumption of new EU citizen roles.
