After Empires describes how the end of colonial empires and the changes in international politics and economies after decolonization affected the European integration process. Until now, studies on European integration have often focussed on the search for peaceful relations among the European nations, particularly between Germany and France, or examined it as an offspring of the Cold War, moving together with the ups and downs of transatlantic relations. But these two factors alone are not enough to explain the rise of the European Community and its more recent transformation into the European Union. Giuliano Garavini focuses instead on the emergence of the Third World as an international actor, starting from its initial economic cooperation with the creation of the United Nations Conference for Trade and Development (UNCTAD) in 1964 up to the end of unity among the countries of the Global South after the second oil shock in 1979-80. Offering a new - less myopic - way to conceptualise European history more globally, the study is based on a variety of international archives (government archives in Europe, the US, Algeria, Venezuela; international organizations such as the EC, UNCTAD, and the World Bank; political and social organizations such as the Socialist International, labour archives and the papers of oil companies) and traces the reactions and the initiatives of the countries of the European Community, but also of the European political parties and public opinion, to the rise and fall of the Third World on the international stage.

Histories of the Napoleonic period are almost exclusively biographies of the man, or political-military accounts of his wars. But such wars were only the first stage in a far more ambitious programme; the establishment of a rational state which would force the pace of modernising society. Through an examination of the experiences of French domination, Napoleon's Integration of Europe explores the implications of such a project for France and its relationship with the rest of Europe. It examines the problems of ruling a progressively expanding empire, as seen through the eyes of a trained corps of bureaucrates who were convinced that their scientific methods would enable them to understand and govern the mechanisms of society. However it also looks at the populations subjected to French rule, at the nature of their resistance and adaptation to the principles of the Napoleonic project. This book is the first overall comparative study of Europe in the Napoleonic years. It is a study not only of an early exercise in imperialism, but of the conflict that is aroused between the rationalising tendencies of the modern state and the spatial and cultural heterogeneity of individual societies. As well as a history of France, it is also a history of Italy, Germany, Belgium, Holland, Switzerland, Poland and Spain at a crucial moment in the history of each nation state.

This book seeks to comprehend the evolving nature of the European Union following the fall of the Berlin Wall and the failure of the European Constitution. Its prime focus is the last wave of enlargement that has profoundly transformed the EU. Although there are many parallels between the European integration process and state building processes, the Union is nothing like a Westphalian super state. The new emerging polity resembles a kind of neo-medieval empire with a polycentric system of government, multiple and overlapping jurisdictions, striking cultural and economic heterogeneity, fuzzy borders, and divided sovereignty. The book tries to spell out the origin, the shape, and the implications of this empire. The aim of this book is to suggest a novel way of thinking about the European Union and the process of European integration. The book shows 'two Europes' coming together following the end of the cold war. It proposes a system of economic and democratic governance that meets the ever greater challenges of modernization, interdependence, and globalization. It identifies the most plausible scenario of promoting peaceful change in Europe and beyond. The author argues that mainstream thinking about European integration is based on mistaken statist assumptions and suggests more effective and legitimate ways of governing Europe than through adoption of a European Constitution, creation of a European army, or introduction of a European social model. The book covers many fields from politics, and economics to foreign affairs and security. It analyzes developments in both Eastern and Western Europe. It also gives ample room to both theoretical and empirical considerations.
