Volume III of The Oxford History of the British Empire covers the long nineteenth century, from the achievement of American independence in the 1780s to the eve of world war in 1914. The first contains thematic chapters, some focusing on Britain, others on areas at the imperial periphery, exploring those fundamental dynamics of British expansion whcih made imperial influence and rule possible. Part 2 is devoted to the principal areas of imperial activity overseas, including both white settler and tropical colonies. In Empire of Conspiracy, Melley explores the recent growth of anxieties about thought-control, assassination, political indoctrination, stalking, surveillance, and corporate and government plots. At the heart of these developments, he believes, lies a widespread sense of crisis in the way Americans think about human autonomy and individuality. Nothing reveals this crisis more than the remarkably consistent form of expression that Melley calls "agency panic"—an intense fear that individuals can be shaped or controlled by powerful external forces.
