This report synthesizes the findings from several areas of work undertaken to assess what impact public sector employment has had on both the level and structure of employment. It also examines the impact of the public sector as employer on the labor market from two viewpoints: the level and share of public sector employment and the structure of this employment. First, an operational definition of the regular public sector is provided that has been used for collecting and classifying the data. Second, the findings of the regular public sector studies are summarized, e.g., levels, shares, growth rates of public sector employment and its distribution by various characteristics, as well as its relation to expenditure level. Third, the findings of a study on temporary direct job creation are used to illustrate the extent to which these programs can focus on special employment groups. Fourth, the implications of these two sets of findings for altering the aggregate level of employment are considered. Finally, some implications for altering the structure of employment are presented. (An appendix provides a table illustrating employment in general government in Organisation for Economic Cooperation and Development economies, 1960-1979.) (YLB)

Almost a fifth of all employees work in the public sector. Employees working in the civil service, NHS, local government, education, the police and fire services also represent a large and growing body of students taking degree courses at universities. Exploring this important and rapidly changing area, this book outlines the main developments in the public sector since 1979, including topical issues such as the rise of new public management, decentralisation and contracting out. Themes which currently affect public sector employees are examined, including: * decentralization * contracting out * fragmentation and the growth of individualism in the employment contract. This stimulating, up-to-date and intellectually rigorous text is thematic, rather than sector specific, and reflects the way this subject is taught in a range of courses. It will complement alternative texts in this area and will be a valuable resource for students of public policy, public sector management, human resource management, employee and industrial relations.

Representing the most extensive research on public employment, these two volumes explore the radical changes that have taken place in the configuration of national public services due to a general expansion of public employment that was followed by stagnation and decreases. Part-time employment and the involvement of women also increased as a component of the public sector and were linked to the most important growth areas such as the educational, health care and personal social services sectors. The two volumes that make up this study shed important insight on these changes. Volume 1 offers a unique internationally comparative multi-dimensional analysis of ten public service systems belonging to different families of major advanced western countries. It contains the most comprehensive and comparable quantitative analyses available anywhere of ten public service systems; Britain, New Zealand, Australia, Canada, the US, Germany, Spain, France, Denmark and Sweden. Volume 2 is a comprehensive analysis of the ten public service systems, with in-depth comparisons of the systems along eight dimensions including central-regional-local government employment proportions and the change of the services since the 1950s with respect to social composition (gender, minorities, elites, career groups). Scholars and professionals in the fields of public administration, politics and economics will find this two-volume compendium informative and practical.

We study the determinants of employment and wages in the public sector, using a new set of panel data for 34 LDCs and 21 OECD countries from 1972–992, by estimating equations suggested by an efficiency wage model. We find that government employment is positively associated with the relaxation of resource constraints (the revenue-to-GDP ratio and foreign financing in the case of developing countries and GDP per capita in the case of OECD countries), urbanization, the level of education, and certain countercyclical pressures for government hiring (the real effective exchange rate for developing countries and private employment for OECD countries). Certain measures of government wages are positively associated with government revenues and negatively associated with the level of education, government debt, and countercyclical pressures.
