Public sector organisations are large employers delivering labour intensive services that are under constant public and media scrutiny. Reforming public services has been high on the political agenda across Europe and internationally for over three decades. Despite this, the impact of neo-liberal economic policies on public service employment relations remains under-researched. In particular, local government employment relations has had little attention devoted to it by scholars. The Politics of Public Sector Reform fills this significant gap. It presents an original empirical study of the changing role of the UK Local Government Employers' Organisation (LGEO) since 1991, conducted within a broader social science framework and embedded in an historical account of the sector since the 1880s. The LGEO, a key actor in the sector negotiating the pay and conditions of nearly 3m public servants, has undergone profound changes over three decades of reform that urgently require documentation and analysis. This important book makes a number of key contributions. Firstly, it fills a significant gap in the field of employment relations research. Secondly, it extends employment relations research by linking it to a broader social science framework. And thirdly, it develops an interdisciplinary approach drawing on political economy, public administration, politics and employment relations. The book argues that an interdisciplinary approach is essential to understanding the politics of public service reform. The book will be of interest to scholars and students of employment relations, institutional analysis, labour history, public administration and political economy as well as being a useful resource for HR practitioners, local authority councillors and other public policy-makers.

Almost a fifth of all employees work in the public sector. Employees working in the civil service, NHS, local government, education, the police and fire services also represent a large and growing body of students taking degree courses at universities. Exploring this important and rapidly changing area, this book outlines the main developments in the public sector since 1979, including topical issues such as the rise of new public management, decentralisation and contracting out. Themes which currently affect public sector employees are examined, including: * decentralization * contracting out * fragmentation and the growth of individualism in the employment contract. This stimulating, up-to-date and intellectually rigorous text is thematic, rather than sector specific, and reflects the way this subject is taught in a range of courses. It will complement alternative texts in this area and will be a valuable resource for students of public policy, public sector management, human resource management, employee and industrial relations.

Public Service Management and Employment Relations in Europe examines public service employment relations after the economic crisis, including analysis of more than thirty years of public service and workforce reform, and addresses the interplay between an emerging post-crisis public service sector and the consequences for the state, employers and trade unions in core public services. Written by leading national experts, this book places the economic crisis in a longer timeframe and examines how far trends in public sector employment relations were reinforced or reversed by the crisis. It provides an up-to-date analysis of the restructuring of public service employment relations in 12 major European countries, including analysis of little studied central and Eastern European countries. This book will be vital reading for researchers, academics and PhD Students in the fields of Public Management, Public Administration, Employment Relations, and Human Resource Management.

"The introduction of EMU has had an impact reaching beyond a change in monetary policy. It has involved a radical policy shift affecting the behaviour of all key economic agents in the EU. This literature review places the spotlight on the implications of EMU for the public sector. It provides an overview of the policies and structure of the public sector in Denmark, Finland, France, Germany, Ireland, Italy, the Netherlands, Portugal, Sweden and the United Kingdom. The focus of the investigation is the relationship between EMU and the public sector. It is chiefly concerned with the impact of EMU on reforms in the public sector, on financial and institutional structures, and on changes in employment relations and industrial relations."--Editor.
