East Asian societies are changing rapidly, and one of the most important facets of this transformation is population the ageing. of society. "Active ageing" is one of the few concepts available today to effectively address the problems arising from a highly-aged and, particularly in East Asia, fast-ageing society, offering a new social policy paradigm to redirect and innovate new social policies, particularly social services, social transfers, social regulations and laws, towards more investment in and support of the fast rising number of olderelderly citizens. This book focuses on the experiences of East Asian societies where active ageing has been implemented. It presents a thorough analysis of the concept of active ageing and its potential and problems of implementations in different stages of development in East Asia, whilst providing theoretical clarity to, and broadening the concept of, active ageing. Further, the country-focused case studies explore how to design, pursue, measure and evaluate social policies, highlight the problems related to the implementation of the concept of active ageing in social policy and outline the practical implications of active ageing theory forin policy making. Active Ageing in Asia will appeal to students and scholars of social and public policy, social work, gerontology and health and social administration, as well as to policy makers working in the field.

Aging is a challenge which countries in East Asia and Pacific (EAP) regions are grappling with or will soon confront. It raises many questions for policymakers ranging from potential macroeconomic impacts, to fiscal challenges of supporting pension, health and long-term care systems, and labor market implications as countries seek to promote productive aging. The urgency of the aging challenge varies across the region, but it will confront all EAP countries in time and early preparation is essential to avoid the missteps of other regions. Live Long and Prosper discusses the societal and public policy challenges and reform options for EAP countries as they address aging. It aims to strike a balance between aging optimists and pessimists. On the one hand, the impacts of aging on growth, labor markets and public spending are not the unavoidable catastrophe often feared. However, minimizing the downside risks of aging and ensuring healthy and productive aging will require proactive public policy, political leadership, and new mindsets across society. The report reviews the evidence on demographic transition in EAP and its potential macroeconomic impact. It addresses the current policy environment including pensions and social security, health, and long-term care and labor markets to assess the risks of 'business as usual'. It also suggests policy directions to promote healthy and productive aging in EAP, and emphasizes that aging is not just about older people, but requires policy and behavioral change across the life cycle.

The distinguishing feature for many workers in South Korea is contractual – and often involuntary – retirement at a young age (mid-50s for most workers) followed by precarious and low-paying self-employment or contract work. In the past this practice, which is also found in other East Asian nations, provided firms with a youthful and highly productive workforce. However, with a rapidly aging population and shifts in the labour market, the existing arrangement is becoming less and less functional. This book examines how this retirement arrangement arose, and the policy reforms that have been both undertaken and proposed to allow workers to remain employed longer. The analysis focuses on the institutional constraints to reforms, as well as the impact forced retirement has on individuals. Using a multi-disciplinary and comparative approach, the authors study contractual mandatory retirement trends and policies in South Korea, and in doing so illuminate the political, social, legal, economic and labour market implications of this widespread practice. As nations across Asia face aging populations, this book will be welcomed by students and scholars interested in Korean studies, social policy, social welfare and gerontology. It will also be of great value to policy makers.

This book examines the relationship between retirement and health of older people in Japan’s super-aging society and provides a key to understanding the remarkable longevity of the population. It also furnishes new evidence in this research field where the findings have been conflicting and the detailed causal mechanism has not been clarified for many years. For that purpose, a large-scale survey was used, “The Longitudinal Survey of Middle-Aged and Elderly Persons,” which was conducted in Japan from 2005 to 2015 with 34,240 respondents aged 50–59 years in the first sample. Using this longitudinal survey, which focused on people just before retirement, and rigorous causal inference including instrumental variable and panel estimation, several research questions were tested. Specifically, existing literature does not provide sufficient findings about the heterogeneity in the effect of retirement on health. Thus, we have questions which should be addressed: does retirement affect health immediately or with delay; does the lifestyle before retirement matter for post-retirement health; and which is better for health retiring early or late? The lack of this viewpoint is believed to have led to the conflicting previous findings. If we know the answers to the questions, we would be able to understand the mechanisms between retirement and health, and prepare more properly for better retirement life. Showing the results of the testing of these questions, this book provides readers, researchers, and policymakers a comprehensive understanding of the retirement–health relationship and a suggestion for an effective labor and health policy in an aging society.

This book presents the key findings of studies done under the ASEAN Phase III Population Project, Socio-Economic Consequences of the Ageing of the Population in Indonesia, Malaysia, the Philippines, Singapore, and Thailand. It begins by outlining the demographic background to the ageing process in these countries and a projection of the situation of ageing into the future. It examines the profile of the aged and gives a brief overview of the living arrangements of the elderly, their employment, financial support, and health care, and the role played by their children in old age security. It then goes on to describe the services provided at the national and local levels by government and private agencies and gives an evaluation of the role and contribution of the aged in the community. The book ends with a discussion on the social and policy implications of ageing in each of the participating countries.

This book analyses reforms to retirement policies in Japan and South Korea, especially in the context of rapid population ageing. A defining feature of the labour markets and workplaces in these two nations, and the lives of workers and families, is involuntary retirement at relatively young ages. The book explains past developments and recent reforms of retirement policies both in the two countries, as well as in a cross-national comparative manner. At the core of the book is an examination of the social, economic and political conflicts around retirement, such as between younger and older workers, between employers and governments, and between employers and workers. The policy recommendations offered apply not only to Japan and South Korea, but also to other nations such as China. The volume is of value particularly for those interested in labour markets and workplaces, population ageing and contemporary East Asia, in addition to those studying retirement and pensions. Policymakers, business leaders, worker organizations, researchers and students will benefit from the insights about the past, present and future of retirement.
