This book critically assesses Christchurch, New Zealand as an evolving post-earthquake city. It examines the impact of the 2010–13 Canterbury earthquake sequence, employing a chronological structure to consider ‘damage and displacement’, ‘recovery and renewal’ and ‘the city in transition’. It offers a framework for understanding the multiple experiences and realities of post-earthquake recovery. It details how the rebuilding of the city has occurred and examines what has arisen in the context of an unprecedented opportunity to refashion land uses and social experience from the ground up. A recurring tension is observed between the desire and tendency of some to reproduce previous urban orthodoxies and the experimental efforts of others to fashion new cultures of progressive place-making and attention to the more-than-human city. "Human security" is an approach that rejects the traditional prioritization of state security, and instead identifies the individual as the primary referent of security. It offers a way of broadening our perspective, and recognizing that the most pressing threats to individuals do not come from interstate war, but from the emergencies that affect people every day, such as famine, disease, displacement, civil conflict and environmental degradation. Human security is about people living their lives with dignity, being free from "fear" and "want". To date, there has been a strong tendency to focus on insecurity caused by civil conflict, with less attention on issues to do with environmental security. This volume addresses the threat posed by natural disasters, which represent an increasingly major human security threat to people everywhere. In looking at natural disasters, this book also refines the human security approach. It does so through developing its previously unexplored interdisciplinary potential. This volume explicitly seeks to bring the human security approach into conversation with contributions from a range of disciplines: development, disaster sociology, gender studies, international law, international relations, philosophy, and public health. Collectively these scholars unpack the "human" element of "natural" disasters. In doing so, an emphasis is placed on how pre-existing vulnerabilities can be gravely worsened, as well as the interconnected nature of human security threats. This book investigates the widespread and persistent relationship between disasters and gender-based violence, drawing on new research with victim-survivors to show how the two forms of harm constitute ‘layered disasters’ in particular places, intensifying and reproducing one another. The evidence is now overwhelming that disasters and gender-based violence are closely connected, not just in moments of crisis but in the years that follow as the social, economic and environmental impacts of disasters play out. This book addresses two key gaps in research. First, it examines what causes the relationship between disasters and gender-based violence to be so widespread and so enduring. Second, it highlights victim-survivors’ own accounts of gender-based violence and disasters. It does so by presenting findings from original research on cyclones and flooding in Bangladesh and the UK and a review of global evidence on the Covid-19 pandemic. Drawing on feminist theories, it conceptualises the coincidence of gender-based violence, disasters and other aggravating factors in particular places as ‘layered disasters.’ Taking an intersectional approach that emphasises the connections between culture, place, patriarchy, racism, poverty, settler-colonialism, environmental degradation and climate change, the authors show the significance of gender-based violence in creating vulnerability to future disasters. Forefronting victim-survivors’ experiences and understandings, the book explores the important role of trauma, and how those affected go about the process of survival and recovery. Understanding disasters as layered casts light on why tackling gender-based violence must be a key priority in disaster planning, management and recovery. The book concludes by exploring critiques of existing formal responses, which often ignore or underplay gender-based violence.
