Along with globalization, urban transitions have been central in the southward shift in economic power towards the newly emerging economies. As this book shows, however, these transitions have not been painless, and it is important for the rest of the urbanizing world to learn from the mistakes. It examines the role of urbanization and urban growth in the emerging economies, taking the BRICS countries (Brazil, Russia, India, China and South Africa) as case studies. Their different approaches towards urbanization have shaped their historical development paths and assisted or constrained their futures. Several of the BRICS bear heavy burdens from past failures to accommodate urban growth inclusively and efficiently, and many other urbanizing countries in Asia and Africa are in danger of replicating their mistakes. The overriding lesson of the book is that cities and nations must anticipate urbanization, and accommodate urban growth pro-actively, so as not to be left with an enduring legacy of inequalities and lost opportunities. Building, largely, on insights from India, and case studies in Brazil, China, and South Africa, this book provides insights into the contested topic of ‘governance and governed’ from a state–society inter-relationship perspective. It argues that the centrality of an understanding of state-governance today is rooted in concerns regarding diversities and contingencies of concrete political reality to address inequalities, exclusion and vulnerabilities. These countries are part of the BRICSs consortium, and have been recognised for their growth potential in the world economy. But their economic progress alone may not necessarily translate into a better quality of life. The approach here is not to focus on a particular understanding of governance, but to utilise a wider lens to understand the nature and extent of incremental processes in the different case-study contexts in order to offer a broader framework for procedural and substantive understanding of governance, rather than a prescription of a government and its activity of governing. This edited volume offers a critical reflection on the failed experiment to redevelop the city of Rio de Janeiro according to the neoliberal strategy of entrepreneurial urban governance and mercantile regulatory transformations, which were leveraged by mega-sporting events. The case of Rio de Janeiro is presented as an example of a failing global strategy for urban redevelopment, entrepreneurial urban governance and the realization of mega-events. This book aims to present the real and critical state of the legacies of such mega-events. It shows how instead of the promised economic redemption, Rio is experiencing a severe economic, political and social crisis, handling three observation perspectives: the first is the description of urban transformations and mega events, assessing the contradictions in the model for the intended urban development and taking into account historical factors both at local and national level; the second restricts on neighborhoods as case studies representing an ensign of a neoliberal urban transformation’ results; the third links city and citizenship focusing tensions and inconsistencies and opening up a perspective on the importance of fostering the concept of citizenship, including actions, movements and initiatives that express the resistance and struggles around a possible new destination for Rio de Janeiro. This book examines the urban legacy of the 2014 football World Cup in Brazil across the seven cities that hosted matches. The authors, all experts and natives of South America, analyse the context and impacts of hosting the World Cup for each of the host cities. The chapters use a range of background data and local knowledge and understanding to critically assess what benefits or disadvantages came along with bidding for and hosting World Cup final games, and importantly considers who the beneficiaries where and are. It further provides detailed empirical evidence that highlights a growing trend in sporting mega events: the overestimation of benefits and an underestimation of costs involved in hosting. The book adds to the critical literature that provides a counterweight to governments' aspirations to use mega events for the purposes of development and/or globalization, irrespective of the views of their citizens.
