Martín Carné Déficits de planificación, baja densidad y lenta ocupación: la producción de suelo urbano para uso residencial en el Área Metropolitana Santa Fe (2010-2020). El trabajo caracteriza las operaciones de producción de suelo urbano para uso residencial realizadas entre 2010 y 2020 en localidades del Área Metropolitana Santa Fe conurbadas con la ciudad cabecera. Para ello, produce información a partir de publicaciones en internet de emprendimientos de loteos destinados a barrios abiertos y cerrados y de la normativa que regula usos del suelo y define requisitos de urbanización. La complementa con entrevistas a actores ligados a dichos emprendimientos y a funcionarios técnicos de los Estados locales y con imágenes satelitales de Google Earth para observar la ocupación de los lotes. Los resultados informan una expansión urbana de baja densidad, mayoritariamente en barrios cerrados, con deficitaria provisión de equipamiento colectivo y servicios y lenta ocupación de los lotes. Los Estados locales asumen un rol clave dada la ausencia de instrumentos de planificación y de tributación que eviten estos patrones de crecimiento o procuren encauzarlos. María Emilia García Schilardi Distribución territorial de los subsidios al transporte colectivo. Caso: Área Metropolitana de Mendoza, Argentina. Este trabajo se orienta a identificar cómo están distribuidos territorialmente los subsidios al transporte colectivo en una ciudad del centro-oeste argentino. Se enmarca en la consideración de que las áreas periféricas, producto de los procesos de urbanización acelerada, se configuran como territorios poco accesibles, dependientes cada vez más de la movilidad, y por ello, del servicio de transporte colectivo. El marco teórico se fundamenta en la lógica microeconómica y se complementa con el nuevo paradigma de la movilidad y la accesibilidad. La metodología es cuantitativa y se fundamenta en técnicas estadísticas, proponiendo un método de vinculación de estas con cartografía. Como resultado se detecta una distribución territorial de los subsidios regresiva, que puede mejorarse a partir de la vinculación de su asignación con variables de demanda y de la operación del servicio. A partir de un trabajo de campo etnográfico con gendarmes y entrevistas a vecinos, referentes comunitarios y operadores de programas estatales, sostengo que estos despliegues han contribuido a configurar en estos barrios una forma particular de convivialidad (la "convivialidad pacificada"), y se han erigido como tecnología para la puesta en
