As the importance of the oceans to society grows, so does the need to understand their variation on many temporal and spatial scales. This need to understand ocean change is compelling scientists to move beyond traditional expeditionary modes of investigation. Observing systems will enable the study of processes in the ocean basins over varying timescales and spatial scales, providing the scientific basis for addressing important societal concerns such as climate change, natural hazards, and the health and viability of living and non-living resources along our coasts and in the open ocean. The book evaluates the scientific and technical readiness to move ahead with the establishment of a research-driven ocean observatory network, and highlights outstanding issues. These issues include the status of planning and development, factors that affect the timing of construction and installation, the cost and requirements for maintenance and operations, needs for sensor development and data management, the impact on availability of ships and deep submergence facilities, and the role of research-based observatories within national and international operational ocean observing systems being developed and implemented.

Over the past decade the significant advances in real-time ocean observing systems, ocean modelling, ocean data assimilation and super-computing has seen the development and implementation of operational ocean forecast systems of the global ocean. At the conclusion of the Global Ocean Data Assimilation Experiment (GODAE) in 2008 ocean analysis and forecasting services were being supported by 12 international centres. This book is about ocean forecasting - a maturing field which remains an active area of research, and includes such topics as ocean predictability, observing system design, high resolution ocean modelling and ocean data assimilation. For over a century, field stations have been important entryways for scientists to study and make important discoveries about the natural world. They are centers of research, conservation, education, and public outreach, often embedded in natural environments that range from remote to densely populated urban locations. Because they lack traditional university departmental boundaries, researchers at field stations have the opportunity to converge their science disciplines in ways that can change careers and entire fields of inquiry. Field stations provide physical space for immersive research, hands-on learning, and new collaborations that are otherwise hard to achieve in the everyday bustle of research and teaching lives on campus. But the separation from university campuses that allows creativity to flourish also creates challenges. Sometimes, field stations are viewed as remote outposts and are overlooked because they tend to be away from population centers and their home institutions. This view is exacerbated by the lack of empirical evidence that can be used to demonstrate their value to science and society. Enhancing the Value and Sustainability of Field Stations and Marine Laboratories in the 21st Century summarizes field stations' value to science, education, and outreach and evaluates their contributions to research, innovation, and education. This report suggests strategies to meet future research, education, outreach, infrastructure, funding, and logistical needs of field stations. At the request of the Joint Subcommittee on Ocean Science and Technology (JSOST), the National Research Council convened a committee to review the draft and final versions of the Ocean Research Priorities Plan and Implementation Strategy described in Charting the Course for Ocean Science in the United States: Research Priorities for the Next Decade, which represents the first coordinated national ocean research planning effort involving all federal agencies that support ocean science. The plan presents an ambitious vision for ocean research that will be of great benefit to the ocean sciences community and the nation. This book contains both sets of findings (i.e., the committee's review of the JSOST's draft plan [A Review of the Draft Ocean Research Priorities Plan: Charting the Course for Ocean Science in the United States] and the review of the final plan). This book recommends that JSOST employ a variety of outreach mechanisms to continue to engage nonfederal partners in ocean research planning efforts, such as establishing external committees to provide scientific and technical advice and to review progress on implementation of the research plan.

The deep sea covers over 60% of the surface of the earth, yet less than 1% has been scientifically investigated.
