The 2016 Global Hunger Index (GHI) presents a multidimensional measure of national, regional, and global hunger, focusing on how the world can get to Zero Hunger by 2030. The developing world has made substantial progress in reducing hunger since 2000. The 2016 GHI shows that the level of hunger in developing countries as a group has fallen by 29 percent. Yet this progress has been uneven, and great disparities in hunger continue to exist at the regional, national, and subnational levels. Levels of hunger are still serious or alarming in 50 countries. The highest hunger levels are still found in Africa south of the Sahara and South Asia. Although GHI scores for these two regions have declined over time, the current levels remain close to the alarming category. Africa south of the Sahara has achieved the largest absolute improvement since 2000 and South Asia has also seen a sizable reduction—but the decline in hunger must accelerate in these regions if the world is to achieve Zero Hunger by 2030. The 2016 report, with an essay from United Nations Special Adviser David Nabarro, hails the new paradigm of international development proposed in the United Nations’ 2030 Agenda for Sustainable Development, which envisages Zero Hunger by 2030, as one goal among 17, in a holistic, integrated, and transformative plan for the world. To get to Zero Hunger while leaving no one behind, the 2016 GHI highlights the importance of identifying the regions, countries, and populations that are most vulnerable to hunger and undernutrition so progress can be accelerated there.

This report provides a quantitative assessment of progress made towards the sustainable development goal of ending hunger and all forms of malnutrition since 1990. Using a cluster analysis, it categorizes country performance along three dimensions: (1) food security and nutrition outcomes; (2) structural drivers of food security and nutrition; and (3) past and present policy interventions in support of food security and nutrition. Key findings show that much progress has been made towards the goal of ending hunger. Yet, many countries continue to face moderate to high degrees of undernourishment, especially where economies made least progress in transitioning towards high-productivity, modern agriculture and non-farm economic development and where policy stances have been weak in promoting agricultural development, reducing gender inequalities, and improving infrastructure and basic social services. The decline in undernourishment has come with a rise in the prevalence in overweight and obesity. The spread of this form of malnutrition has come with dietary shifts towards the consumption of more animalsourced and processed foods that have accompanied urbanization and income growth. By 2015, the vast majority of countries faced moderate to high prevalence of adult overweight, and this form of malnutrition is also on the rise in countries with still significant rates of child undernourishment. No country in the world is showing declines in the rate of adult overweight.

This publication discusses the international Zero Hunger agenda in light of the achievements of the Fome Zero programme in Brazil. It revisits successful initiatives and discusses current actions, while also critically assessing new and growing challenges to the global food security agenda: obesity and climate change. Bringing together contributions from international experts, the book charts a path for translating political will into political action. The example of Brazil and the country's Fome Zero programme have shown that a comprehensive approach to hunger, based on a multisectoral social protection agenda and strong political leadership, is the key to success. Building on this experience, the Zero Hunger Challenge, launched by the UN in 2012, has mobilized an unprecedented global commitment to end hunger worldwide. Five of the 17 Sustainable Development Goals of the 2030 Agenda address this issue. Tackled together, these goals can end hunger, eliminate all forms of malnutrition and build inclusive and sustainable food systems. Indeed, the goals will have to be met if countries are to eradicate poverty and pave the way to long-term sustainable growth. Time is passing and the current disturbing world hunger figures call for renewed efforts. Our present actions will be decisive in achieving a more equitable and sustainable world.
