A stable and reliable energy supply is of critical importance and enhances resilience against political and economic pressures. As was noted during the NATO Warsaw Summit in 2016, energy developments could have significant political and security implications for the alliance and its allies, as demonstrated by the crises to NATO's east and south. This book presents papers from the NATO Advanced Research Workshop “Addressing Emerging Security Risks for Energy Flows over South Caucasus”, which took place in Tbilisi, Georgia, in December 2016. The workshop brought together academics specializing in energy security, practitioners dealing with energy infrastructure, safety and critical energy projects, NATO and EU experts, and representatives from industry, civil society and governmental agencies. The workshop consisted of six major panels, which addressed numerous issues and emphasised the importance of the energy transit function of Georgia and the South Caucasus. It reviewed existing and future energy transit projects and potential flows of oil and power, and debated areas of common interest and forms of cooperation between consumers, producers and transit states. New security challenges raised by the increased threat of terrorist activities and potential military actions were also analyzed. Potential forms of cooperation to provide adequate strategic and tactical safeguards against emerging threats were identified by the participants, and the book will be of interest to all those concerned with the security of our energy supplies.

This book explores developments in the countries of the South Caucasus – Armenia, Azerbaijan and Georgia – since the EU included the region in the European Neighbourhood Policy in 2003. It considers issues related to energy, ethnic conflict, steps towards regional integration, and, above all, security – including the involvement of Russia, Iran, Turkey and the United States. It assesses the key importance of energy, argues that the prospects for regional integration are weak, and contends that while the approach of Europe and the United States has been confused and weak, not holding out great hope of EU or NATO membership, Russia’s interest and involvement in the region is strong, and growing.

This book provides an original and thoroughly academic analysis of the link between Russian energy and foreign policies in Eurasia, as well as offering an interpretation of Russia’s coherence on the international stage, seeking to understand Russia and explain its behaviour. The authors analyse both energy and foreign policies together, in order to better grasp their correlation and gain deeper understanding of broader geopolitical issues in Eurasia at a time when things could go either way—towards producers or towards consumers. Questioning the concept of ‘energy deterrence’ which aims to fuel uncertainty in Russia’s relations with its partners, as well as projecting its overall power on the international scene, this provocative volume seeks to stimulate debate on this very important issue. Assessing the weight that energy has in Russia’s foreign policy and in its pursuit of power on the international stage, this book will be of interest to students and scholars of international relations, energy politics, geopolitics and Russian and Central Asian Studies.

This timely study is the first to examine the relationship between competition for energy resources and the propensity for conflict in the Caspian region. Taking the discussion well beyond issues of pipeline politics and the significance of Caspian oil and gas to the global market, the book offers significant new findings concerning the impact of energy wealth on the political life and economies of Azerbaijan, Kazakhstan, and Turkmenistan. The contributors, a leading group of scholars and policymakers, explore the differing interests of ruling elites, the political opposition, and minority ethnic and religious groups region-wide. Placing Caspian development in the broader international relations context, the book assesses the ways in which Russia, China, Iran, and Turkey are fighting to protect their interests in the newly independent states and how competition for production contracts and pipeline routes influences regional security. Specific chapters also link regional issues to central questions of international politics and to theoretical debates over the role of energy wealth in political and economic development worldwide. Woven throughout the implications for U.S. policy, giving the book wide appeal to policymakers, corporate executives, energy analysts, and scholars alike.

In 2003-2004, an increased number of senior Russian officials and major energy companies, such as Itera, Gazprom and RAO UES visited Baku in the hopes of participating in energy projects in Azerbaijan. While maintaining diplomatic relations with Moscow, Azerbaijan is more hesitant when it comes to close cooperation with Russian energy companies. Baku fears that if Russia gains more assets in Azerbaijan, control of these assets will be used for political purposes. This unique study looks at the confluence of Russian private and public sector interest Azerbaijanâs energy sector. This series of reports establishes for the first time the confluence of Russian foreign policy with the acquisition of foreign energy assets by Russian entities. Nine specific country profiles focus on the oil, gas, electricity and nuclear power industries. Each report written by an author of international standing, explains how Russian foreign energy downstream mergers and acquisitions are transpiring to consolidate the new Russian empire.

Known as ‘the land of fire’, Azerbaijan’s politics are materially and ideologically shaped by energy. In the country, energy security emerges as a mix of coercion and control, requiring widespread military and law enforcement deployment. This book examines the extensive network of security professionals and the wide range of practices that have spread in Azerbaijan’s energy sector. It unpacks the interactions of state, supra‐state, and private security organizations and argues that energy security has enabled and normalized a coercive way of exercising power. This study shows that oppressive energy security practices lead to multiple forms of abuse and poor energy policies.

Lying on the periphery of Europe, Russia, Turkey and Iran, and also being of interest to the United States, the South Caucasus is receiving growing attention among decision-makers and scholars of international relations. From a European perspective, the region is now forming a neighbouring area at the border of the Black Sea, as well as a corridor of oil and gas imports whose stability has become part of European security itself. As such, this volume reassesses security in the South Caucasus. It makes it possible to update analysis on security interests, perceptions and policies at national, regional and international levels through cross-national studies. Aimed at highlighting long-term defence and security trends in the region, contributors re-examine their relevance and enduring impact. They also identify changing dynamics under recent geopolitical and political developments in and around the region such as: the enlargements of NATO, the August 2008 Russia-Georgia war, the creation of the EU Eastern Partnership or Presidential elections. One of this volume's distinct contributions is that chapters have been written by experts from inside and around the region, i.e. Armenia, Georgia, Russia and Turkey, with other important contributions provided by authors from France and Canada having extensive experience in the area. Students and scholars of post-Soviet states, Eurasian geopolitics and European Security will find this volume enlightening.

This report shows that as Georgia has restructured its energy sector, the new Russian and Georgian political elites exerted their influence, particularly through the participation of Russian gas company Itera in privatizations of Georgian gas enterprises. And how, over the past few years, Russian-Georgian business groups with their offshore capital have been working to monopolise the Georgian economy and Russiaâs gas industry has been consolidating its hold over the CIS pipeline infrastructure, particularly through the expansion of Gazprom. However, Gazprom failed to take control of Georgiaâs pipeline infrastructure and Georgia is insistent on developing its pipeline potential in order to boost its role as a transit route to Europe, Turkey and Iran.
