Energy appears to be a fundamental driving force of economic and political strategies as well as planetary stability. Energy-related issues such as (1) the availability of new energy sources and viable technologies, (2) the disparity in access to energy sources, (3) the role of energy in our societies (energy societal metabolism), (4) the energy support to the life of our cities (where about half of world population is going to live very soon), and (5) the energy demand for food security all over the world, are “hot” problems that humans will have to face within the framework of sustainability (ecologically sound production and consumption patterns associated with socially acce- able life styles), in terms of policies, technological development and economic processes. A coherent energy strategy is required, addressing both energy supply and demand, security of access, development problems, equity, market dynamics, by also taking into account the whole energy lifecycle including fuel production, transmission and distribution, energy conversion, and the impact on energy equipment manufacturers and the end-users of energy systems. Issues of energy efficiency and rebound effect must also be taken into proper account. In the short term, the aim should be to achieve higher energy efficiencies and increased supply from local energy sources, in particular renewable energy sources.

Accelerating sustainable energy transitions away from carbon-based fuel sources needs to be high on the agendas of developing countries. It is key in achieving their climate mitigation promises and sustainable energy development objectives. To bring about rapid transitions, simultaneous turns are imperative in hardware deployment, policy improvements, financing innovation, and institutional strengthening. These systematic turns, however, incur tensions when considering the multiple options available and the disruptions of entrenched power across pockets of transition innovations. There is a congruence of several forces in the developing world that makes very timely the formulation of a strategy to address energy efficiency and conservation issues better. Many countries are becoming receptive to reforming the way energy is produced and consumed as they experience (a) rapidly growing demand for energy; (b) major constraints on available energy financing; (c) increased pressures to sustain the environment; (d) poor energy sector performance and unsatisfied customers; and (e) a reappraisal of the roles of government and of the public and private sectors in development. These factors are forcing developing countries to address long-neglected issues of energy wastage in production and end use. The World Bank now has an enhanced opportunity to further assist developing countries to improve their energy efficiency and conservation policies and practices. The paper provides a background on the evolution of developed versus developing-country energy efficiency and summarizes World Bank experience. It outlines the growing energy demand in developing countries and the accompanying financial and environmental problems that bring energy-efficiency issues to the forefront. The paper then sets out the potential for improved energy efficiency and the main reasons that efficiency has been so poor. Finally, it summarizes the priority actions for achieving energy efficiency in developing countries and sets out a four-point program for the World Bank.
