This book provides a synoptic view of the Indian Ocean and maritime security in its contested waters. Using a historical approach, it reveals vital links to events in the present day. The volume: Highlights the competition between major Asian powers to control the ‘String of Pearls’ — a reference to the Chinese attempts at controlling the Indian Ocean periphery. Shows that cooperation amongst the major powers of the region could abate the threat of the potential of conflict becoming global and inviting external intervention. Discusses India’s Look-East policy and the deepening relation between India and the Association of Southeast Asian Nations (ASEAN). Argues for the need of Indian Ocean states and particularly the South Asian Association for Regional Cooperation (SAARC) members of the Indian Ocean Rim Association (IORA) to look afresh at their political and security issues and common interests. Suggests measures for evolving a robust mechanism of maintaining the Indian Ocean as a sustainable zone of commerce, energy, security and peace rather than threat. A major contribution on a critical area in Asian geopolitics, this volume will be useful to scholars and researchers of international relations, politics, defence studies and maritime security studies, along with strategic affairs experts and think tanks.

First published in 2007, this book focuses on the security of sea lanes of communication. It was a joint publication between the Maritime Institute of Malaysia (MIMA) and the Indian Ocean Research Group (IORG) and is an important book for three particular reasons. First, it takes a step forward in identifying key policy themes that can be applied to interstate cooperation around the Indian Ocean Region (IOR). Second, the particular theme discussed is not only central to the economic well-being of Indian Ocean countries, but also to many of the world’s most important trading states, and finally the various discussions within the book raise a host of issues to which regional as well as non-regional policy-makers should give serious consideration.

The Indian Ocean has emerged as a critical maritime space in the Asia-Pacific Littoral in view of the transformed strategic, security and economic significance of the region. The Indo-Asia-Pacific region is the greatest maritime-littoral space that has the largest concentration of population, resources, developing economies, congested sea lanes, and contested territorial spaces. It is thus significant in a geo-political, geo-economic and geo-strategic sense. The Centre for Security Analysis in collaboration with the Hanns Seidel Foundation organized an international symposium on The Changing Oceanic Landscape of the Indian Ocean Region: Issues of Debate fro 13-15 December, 2006 at Chennai. Analysts, practitioners and academicians from Australia, Germany, India, Japan, Malaysia, Philippines, Singapore, Taiwan and USA participated in the event. This book is a compendium of the papers presented and discussed at the symposium.

This edited book is the outcome of the International Conference on ‘China in Indian Ocean Region’, held on 13th–14th November 2014, organized by UGC Centre for Indian Ocean Studies, Osmania University, Hyderabad. Indian Ocean, third largest ocean in the world surpasses the Atlantic and Pacific Oceans as the world’s largest and most strategically significant trade corridor. Indian Ocean Region (IOR) which is surrounded by Africa, Asia and Australia serves as a maritime highway, linking trans-continental human and economic relationships. Being the world’s most populated region, one third of the world’s bulk cargo and around two thirds of world’s oil ship tankers pass through it. China’s interest in the Indian Ocean Region (IOR) can be traced back to the early 1960s. Ever since Beijing has been increasingly deepening its presence in the IOR for a variety of reasons—oil, trade, security, etc., over 30 per cent of China’s seaborne trade worth about US $300 billion transits across IOR. Sharing a quarter of the world’s population, China faces ever increasing demand for energy. China has little choice but to look beyond its borders for its energy needs. About 77 per cent of its oil imports are sourced from West Asia and Africa and these are transported through the Indian Ocean. Thus China’s dependence on the Indian Ocean continues to grow for energy imports from the Gulf, to import resources from Africa and trade with Europe. With China steadily spreading its footprints in the Indian Ocean Region with increasing military presence and with the rapidly growing Navy being equipped with warships, destroyers and nuclear submarines, this book analyses in depth growing Chinese influence in Indian Ocean Region (IOR), Geopolitical interests of China, Security and Economic implication for India. This volume will be of considerable interest to the students and scholars of international relations in the contemporary situation.

Many states appear to have strong sentiment on energy security and energy transit vulnerability. Some analysts see the rapidly increasing demand for energy and competition for energy resources leading to nationalistic energy policies. Others argue that global trends with efficient energy markets and growing options on renewables suggest more relaxed energy outlooks. This book focuses on Asia, where global demand for energy is now concentrated in the aspiring and rising powers of the region: China, India, Japan and South Korea, and also recognises the importance of Russia as a growing energy supplier. Contributions by experts in the field provide detailed and parallel case studies. Shedding light on the ongoing debate in the literature regarding energy outlooks of major Asian states, they analyse whether energy policies are expected to evolve along market oriented cooperative lines or more competitive and even destructive mercantile, nationalist lines. The book argues that states are not unitary actors even in the key energy security arena and there are competing and contrasting viewpoints in Asian states on energy security. It suggests that domestic debates structure thinking on energy security, making energy policy more contingent than assumed by purely market or geopolitical logics. Providing a strong contribution to comparative energy security studies, the book fills an important gap in the literature on energy and national security and offers a basis for conducting further inter-state, interactive analysis. It will be of interest to researchers on Asian Studies, energy politics and international relations.

Scholars and policy makers have traditionally viewed portions of the Indian Ocean and the Western Pacific as separate and discrete political, economic, and military regions. In recent years, however, a variety of economic, political, and military forces have made many within the academic community, as well as a growing number of national governmental leaders, change their perceptions and recognize that these maritime expanses are one zone of global interaction. Consequently, political, military, and economic developments in one maritime region increasingly have an impact elsewhere. Analyzing and assessing the contemporary maritime challenges in the Indian Ocean and the Western Pacific, this valuable study highlights the current prospects for peace and security in what is rapidly becoming recognized as an integrated and interactive political, military-strategic, and economic environment. This work will be of interest to researchers and policy makers involved in regional studies, as well as security studies, conflict resolution, military, and peace studies.
