Many states appear to have strong sentiment on energy security and energy transit vulnerability. Some analysts see the rapidly increasing demand for energy and competition for energy resources leading to nationalistic energy policies. Others argue that global trends with efficient energy markets and growing options on renewables suggest more relaxed energy outlooks. This book focuses on Asia, where global demand for energy is now concentrated in the aspiring and rising powers of the region: China, India, Japan and South Korea, and also recognises the importance of Russia as a growing energy supplier. Contributions by experts in the field provide detailed and parallel case studies. Shedding light on the ongoing debate in the literature regarding energy outlooks of major Asian states, they analyse whether energy policies are expected to evolve along market oriented cooperative lines or more competitive and even destructive mercantile, nationalist lines. This book explores the progress in and the obstacles surrounding developing comprehensive security cooperation between Russia and South Korea since diplomatic relations were established in 1991 within the framework of economic security. The book focuses on oil and natural gas projects, linking the Trans-Siberian and Trans-Korean Railroads, industrial development in the Nakhodka Free Economic Zone, fishery cooperation, and the arms trade, and examines whether these five aspects of cooperation serve to contribute to building Russian-South Korean bilateral and regional economic security. The author argues that these five aspects of cooperation all have the potential to enhance comprehensive bilateral security and further regional economic security in Northeast Asia. However, Russian-South Korean economic cooperation has been hampered by a number of obstacles, including domestic factors as well as external factors, and prevented Russia and South Korea from fulfilling their potential for creating a cooperative comprehensive security relationship. The author concludes with an assessment on the utility of the concept of multi-dimensional security cooperation as a framework for studying and improving the prospects for Russian-South Korean bilateral relations.

The Northeast Asia Economic Forum (NEAEF) is a regional nongovernmental organization created in 1991 to sponsor and facilitate research, networking, and dialogue relevant to the economic and social development of Northeast Asia. The Forum is also committed to promoting understanding and relations among the peoples of Northeast Asia, North America, and Europe. The main objective is for NEAEF to conduct research and conference activities aimed at functional economic cooperation such as cross-border energy, transportation and logistics infrastructure development, and capital mobilization. The Forum holds annual conferences, workshops, and seminars for planning, facilitating, coordinating, and implementing international and interdisciplinary solutions to common policy problems. It is the only nongovernmental regional organization in which all the nations of Northeast Asia and the US are consistent and active participants. For the year 2014, NEAEF in collaboration with the Korea Institute for International Economic Policy (KIEP), cooperated in efforts toward achieving closer economic and financial cooperation in Northeast Asia, and continued its focus on research, the annual conference, and meetings aimed at financing regional economic integration and establishment of the Northeast Asian Bank for Cooperation and Development (NEABCD). This work aims to promote functional economic cooperation in terms of cross-border resources, energy supplies, infrastructure construction, capital mobilization, and institutional development. NEAEF, as planned for the year 2014, facilitated conference and meeting activities in which experts presented their perspectives, views, ideas, concrete proposals, and strategies relevant to the issues of a regional institution for financial cooperation. "Interest in more comprehensive institutional arrangements for Northeast Asia have been given a fillip by the suggestions emerging from the Six Party Talks on North Korea's nuclear program. The following paper looks at regional interactions on energy and related policies. It asks whether the regional actors see conflicts emerging within the region in their individual attempts to solve their energy security concerns, or whether they envisage cooperative ways for resolving such problems. In the light of this, it asks whether there could be a functionalist basis arising from energy cooperation for a wider process of community-building in Northeast Asia. It concludes that within the region, multilateral institutional mechanisms face major political, economic and technical problems. On most energy issues, the regional economies are likely to continue to look mainly to links with institutions outside the region.
