The Energy Star label was created to promote the use of energy efficient products including homes and office buildings. The efficacy of the program in the housing sector hinges on its ability to build a credible brand name that makes information about homes' energy efficient features available to buyers. The trustworthiness of the Energy Star label and the value of the information that it brings into the housing market are reflected in sale price premiums for Energy Star homes. To determine the effectiveness of the label, we estimate both the first sale and resale premiums for Energy Star homes in Gainesville, Florida. We find that Energy Star homes sold for more than conventional homes during the first few years after the program's introduction, but that price premiums disappeared over time- by 2005, both new and used Energy Star homes sold on average for the same amount as similar conventional homes. These results suggest that the Energy Star program, although popular, is likely only a partial solution to achieving the optimal level of green construction.
