This book provides several up-to-date empirical policy-oriented studies on assessing the impacts of climate change on various economic sectors and the role of renewable energy resources in mitigating pollution and climate change. It suggests various policy recommendations on how to increase the share of renewable energy resources in the energy baskets of the members of the Association of Southeast Asian Nations (ASEAN) and the rest of the world to ensure energy sustainability. As of 2020, most of the world’s energy investment still went to carbon-emitting sources, namely, fossil fuels. On the other hand, the Covid-19 pandemic and the economic Project Overview 20 March 2021 08:39 Page 6 of 9 downturns shrank the global energy demand, including fossil fuels, resulting in a sharp drop in their prices. Low fossil fuel prices are harmful to developing renewable energy projects, making solar, wind, and other renewable energy resources less competitive as sources of electricity. This is endangering the Paris agreement and the “Climate Action” goal of the United Nations. Given the high share of fossil fuels in the energy mix of the members of ASEAN, tremendous challenges must be faced for their energy transition in the post-Covid-19 world. The authors call for sound policy and applicable technologies to ensure sustainable energy availability, accessibility, and affordability to reach emission reduction targets.

This book provides policymakers, researchers, and other interested audiences with knowledge on how to quantify and integrate and advance co-benefits in their decisions. It begins with an introductory chapter that provides an overview of the concept of co-benefits. This followed by a section that details quantitative approaches to estimate co-benefits, particularly in cities. A third section presents a series of case studies from the energy sector in Northeast and Southeast Asia. A final section focuses on new perspectives on co-benefits from linking climate change with biodiversity, social justice, and through new models of co-innovation. The book is particularly timely as many countries in Asia seek to achieve objectives in the national climate policies and the Sustainable Development Goals (SDGs). The climate emergency poses an increasingly severe threat to the health and well-being of more than a billion people in Asia. Policymakers in the region have sought to curb this threat by adopting clean energy, energy efficiency, and other sectoral policies. In some cases, these policies can bring additional benefits beyond mitigating climate change. These so-called “co-benefits” --ranging from improved air quality to better health to socioeconomic equity--could not only offset the costs of climate mitigation but also make Asia’s development more sustainable. Yet all too frequently policymakers lack the analytical methods and practical experiences to incorporate co-benefits into their decisions. This has created difficulties in aligning climate and sustainable development policies in Asia.

This series of books are the output of the research project called "Sustainable Development in Asia (SDA)", which was initiated by the Association of Academies of Sciences in Asia (AASA). With best practice guidelines for a sustainable Asia, this series of reports, for the first time systematically address the common challenges and regional problems in regard to Asia’s natural resources use, pollution reduction and climate protection, sustainable energy development, and innovations for environment-friendly and culture-compatible agriculture. They will provide handy and useful information to researchers, government policy makers and the general public who have concerns about Asia’s sustainable development. AASA is a scientific and technological organization in Asia, established in 2000, comprising of 26 member academies all over Asia. This book presents good practices in Asia and ASEAN countries for effectively promoting advances in response to climate change, which can help to achieve sustainable development in Asia and around the world. As a proposal, the aim is to influence the discussions at COP 21 by providing a positive agenda with concrete actions from an Asian perspective. The book is divided into three parts. Part 1 describes the greenhouse gas (GHG) reduction scenario from an Asian perspective and in line with global 2 ° targets. Based on modeling analysis, the studies demonstrate the theoretical potentials and send the policymakers at COP 21 the positive message that “Asia can reach the target.” As Asian countries vary in terms of their economic strength, country-specific scenario studies for the two giants China and India as well as for Japan and Vietnam are introduced to show the different approaches for each country. Part 2 shows successful examples of how modeling analysis are reflected in actual policy development, which provides practical guidelines to help policymakers develop their own roadmaps with stakeholder dialogue, not only in Asia but also in other regions of the world. The Nationally Appropriate Mitigation Action (NAMA) roadmap development in Thailand as well as the Iskandar Malaysia project show at the country and city level how researchers and policymakers are working closely to succeed. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions. Although climate-linked impacts on ASEAN’s economy, increasing vulnerability to severe weather, and interlinkages to transboundary haze, health, security and marine pollution are evident, a recent survey by the ISEAS – Yusof Ishak Institute reveals that Southeast Asians are ambivalent about ASEAN’s effectiveness in tackling climate change. All ASEAN Member States (AMS) are fully committed to accelerating reductions to global emissions under the Paris Agreement and demonstrate political will to set up intersectoral climate governance on renewable energy transition, agriculture and food security, forest and land use protection, disaster risk management, conservation on biodiversity, among many other measures. Under the ASEAN Socio-Cultural Community (ASCC) pillar, the ASEAN Ministerial Meetings on the Environment (AMME) and the ASEAN Senior Officials’ Meeting on the Environment (ASOEN) meet annually to discuss environment-related issues, including climate change. The ASEAN Working Group on Climate Change (AWGCC), one of seven technical working groups reporting to the ASOEN, is tasked to enhance regional cooperation on climate change, promote collaboration between sectoral bodies, and articulate ASEAN’s concerns and priorities at the international level. Climate change issues have become cross-cutting and involve various ASEAN sectoral bodies. The AWGCC’s role, however, is still limited to the environmental mandate. ASEAN needs to establish a super coordinating body on climate change that can ensure information sharing across ASEAN bodies, convene support from dialogue partners, and engage with civil society organizations. The ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE) model established during the COVID-19 crisis can serve as a precedent.
