Both international trade and investment by East Asian countries have become significantly regionalized. To support this development further, efforts for regional integration have flourished in the forms of bilateral and regional free trade agreements and the ASEAN+3 and East Asia Summit processes, among many others. This book is a compilation of papers and discussions originally presented at the international symposium held during the recent global financial crisis. The symposium aimed to shed light not only on the usual economic aspect but also on other aspects of the multidimensional phenomenon called "regional integration." Thus, in this volume the authors explore the relationship between the U.S. influence and East Asian regionalism, the characteristics of East Asian integration, and the politics of inclusion/exclusion in the integration process. In addition, they point out some "missing links" in integration efforts such as cooperation in the areas of logistics, finance, trade in services, infrastructure and human resource movement. Since the global financial crisis did not deter integration efforts (rather, it has encouraged them), this book serves as a guide for future East Asian integration in terms of what to expect and what is to be done.

This edited book reflects the "yin-yang" of East Asia — the analogy of co-existing "hot and cold" trends in that region. To concentrate only on geopolitical competition and regional "hot spots" will exaggerate, if not misrepresent East Asia as a Hobbesian world. Nevertheless, geopolitical competition cannot be ignored because a failure of the balance of power and deterrence between China and the United States (and its allies) will destabilise the region. There are four "vectors" in the geopolitics of East Asia: China rising, the United States "rebalancing" to this region, Japan "normalising" as a nation-state and ASEAN emerging as a regional community. The interplay of these four "vectors" will set the trajectory of geopolitics in East Asia. Another focus of this volume is on the politics of identity. The distinctiveness, character and flavour of a group, real or imagined, can be "cool." "Cool" as in being charming and appealing transcends national boundaries. Plurality and diversity of identities and cultures in East Asia can be a celebration of life and humanity. However, xenophobic identities, often based on exclusive race, language, religion and hegemony, and its subsequent politicisation can rend a nation apart. Indeed, the affirmation of one's identity may be at the expense or denial of the identity of "the other." Similarly, the assertion and the intricacy of identity and nationalism in East Asia can also be problematic. However, a person or group can have multiple and different scales of identities. Indeed, identities can be fluid and situational. In search of common historical roots, traditions and visions of political-cultural integration, first Japanese, then Chinese, Korean and Indian intellectuals, politicians and writers understood Asianisms as an umbrella for all conceptions, imaginations and processes which emphasized commonalities or common interests among different Asian regions and nations. This book investigates the multifarious discursive and material constructions of Asia within the region and in the West. The accession of the People's Republic of China to the World Trade Organization (WTO) in 2001 significantly transformed the global economy both de facto and de jure. At the regional level, China's WTO accession served as an important catalyst for the establishment of Regional Trade Agreements (RTAs) in East Asia. This was a novel development for the region, since East Asian States had previously followed a largely informal, market-driven approach to regional economic integration. By contrast, rules-based economic integration involving East Asian States was traditionally limited to multilateral integration under the GATT/WTO framework. This book systematically analyses and explains the development, nature and challenges of rules-based regional economic integration in East Asia with particular attention to the region's first four RTAs. While also addressing the socio-economic, historical and political factors influencing the development of RTAs in East Asia, the book focuses on the legal institutions governing economic integration in the Association of Southeast Asian Nations (ASEAN), as well as under the ASEAN–China Comprehensive Economic Co-Operation Agreement (ACFTA), the Japan–Singapore New Age Economic Partnership Agreement (JSEPA), and the Mainland China–Hong Kong Closer Economic Partnership Arrangement (CEPA). Several years before the 1997-98 Asian financial crisis, most East Asian economies with the exception of China had engaged in the liberal reform prescriptions of the Washington Consensus. The Asian financial crisis added impetus to the transformation process as the crisis countries accepted the Washington Consensus as part of their commitment to the IMF policy conditionality.In this book the author argues for the continuing validity of an 'East Asian' model of economic development that differs distinctly from the Washington Consensus. He argues that, while this model was undermined to some extent by the 1997-98 financial crisis, it remains robust and important in explaining economic events in East Asia. In doing so, he covers the accomplishments and failures of the East Asian development model and the reform agenda for a new East Asian paradigm for post-crisisdevelopment.
