From modest beginnings in 1967, the Association of Southeast Asian Nations (ASEAN) has become the premier regional institution in Southeast Asia. The 10 members are pursuing cooperation to develop the ‘ASEAN Community’ and also sponsor wider dialogues that involve the major powers. Australia has been interested in ASEAN since its inauguration and was the first country to establish a multilateral link with the Association, in 1974. Australia and ASEAN have subsequently engaged and cooperated on many issues of mutual concern, including efforts to secure an agreement to resolve the Cambodia conflict (signed in 1991), the initiation of the Asia-Pacific Economic Cooperation grouping (1989) and the ASEAN Regional Forum (1994), the conclusion of the ASEAN–Australia–New Zealand Free Trade Agreement (signed in 2008) and the development of the East Asia Summit (from 2005). This book provides the first available detailed history of the evolution of Australia’s interactions with ASEAN. What are rising powers? Do they challenge the international order? Why do some countries but not others become rising powers? In Why Nations Rise, Manjari Chaterjee Miller answers these questions and shows that some countries rise not just because they develop the military and economic power to do so but because they develop particular narratives about how to become a great power in the style of the great power du jour. These active rising powers accept the prevalent norms of the international order in order to become great powers. On the other hand, countries which have military and economic power but not these narratives do not rise enough to become great powers--they stay reticent powers. An examination of the narratives in historical (the United States, the Netherlands, Meiji Japan) and contemporary (Cold War Japan, post-Cold War China and India) cases, Why Nations Rise shows patterns of active and reticent rising powers and presents lessons for how to understand the rising powers of China and India today.

Hospital City, Health Care Nation recasts the story of the U.S. health care system by emphasizing its economic, social, and medical importance in American communities. Focusing on urban hospitals and academic medical centers, the book argues that the country's high level of health care spending has allowed such institutions to become vital, if often problematic, economic anchors for communities. Yet that spending has also constrained possibilities for comprehensive health care reform over many decades, even after the passage of the Affordable Care Act in 2010. At the same time, the role of hospitals in urban renewal, in community health provision, and as employers of low-wage workers has contributed directly to racial health disparities. Guian A. McKee explores these issues through a detailed historical case study of Baltimore's Johns Hopkins Hospital while also tracing their connections across governmental scales--local, state, and federal. He shows that health care spending and its consequences, rather than insurance coverage alone, are core issues in the decades-long struggle over the American health care system. In particular, Hospital City, Health Care Nation points to the increased role of financial capital after the 1960s in shaping not only hospital growth but also the underlying character of these vital institutions. The book shows how hospitals' quest for capital has interacted with structural racism and inequality to shape and constrain the U.S. health care system. Building on this reassessment of the hospital system, its politics, and its financing, Hospital City, Health Care Nation offers ideas for the next steps in health care reform.
