Outreach, negotiation and cooption may be a vital tool for counterinsurgencies as they transform conflict and facilitate Amnesty, Reconciliation and Reintegration (AR2) of warring elements within a war-torn society. This monograph utilizes a two-system comparison between the Taliban and the Irish Republican Army (IRA) to inquire if the Taliban are willing to participate in fruitful dialogue to initiate AR2. The suggestion for adopting a Northern Ireland approach for negotiation is compelling due to the strategic similarities the Taliban and the IRA share. The similarities, however, are the underlying reason why the Taliban will not be amenable to compromise within the short-term context compelled by the United States current strategy. What emerged is that the Taliban is reacting to changing environmental stimuli in the same manner as the PIRA. The direct consequence of this similarity is the likelihood of negotiations and outreach to take hold. The Taliban in 2010, like their IRA counterparts in 1972, believe they have a comparative advantage over their counterparts and are not willing to compromise their ideological convictions. Thus, policy makers in Washington, London, and Kabul should cool their rhetoric surrounding negotiation and dampen expectations that talks with the Taliban will yield significant results.

This book critically examines the Western approach to counter-insurgency in the post-colonial era and offers a series of recommendations to address current shortfalls. The author argues that current approaches to countering insurgency rely too heavily on conflicts from the post-World War II years of waning colonialism. Campaigns conducted over half a century ago – Malaya, Aden, and Kenya among them – remain primary sources on which the United States, British, Australian, and other militaries build their guidance for dealing with insurgent threats, this though both the character of those threats and the conflict environment are significantly different than was the case in those earlier years. The violent Basque separatist group ETA took shape in Franco's Spain, yet claimed the majority of its victims under democracy. For most Spaniards it became an aberration, a criminal and terrorist band whose persistence defied explanation. Others, mainly Basques (but only some Basques) understood ETA as the violent expression of a political conflict that remained the unfinished business of Spain's transition to democracy. Such differences hindered efforts to 'defeat' ETA's terrorism on the one hand and 'resolve the Basque conflict' on the other for more than three decades. Endgame for ETA offers a compelling account of the long path to ETA's declaration of a definitive end to its armed activity in October 2011. Its political surrogates remain as part of a resurgence of regional nationalism - in the Basque Country as in Catalonia - that is but one element of multiple crises confronting Spain. The Basque case has been cited as an ex- ample of the perils of 'talking to terrorists'. Drawing on extensive field research, Teresa Whitfield argues that while negotiations did not prosper, a form of 'virtual peacemaking' was an essential complement to robust police action and social condemnation. Together they helped to bring ETA's violence to an end and return its grievances to the channels of normal politics.

When a country is threatened by an insurgency, what efforts give its government the best chance of prevailing? Contemporary discourse on this subject is voluminous and often contentious. Advice for the counterinsurgent is often based on little more than common sense, a general understanding of history, or a handful of detailed examples, instead of a solid, systematically collected body of historical evidence. A 2010 RAND study challenged this trend with rigorous analyses of all 30 insurgencies that started and ended between 1978 and 2008. This update to that original study expanded the data set, adding 41 new cases and comparing all 71 insurgencies begun and completed worldwide since World War II. With many more cases to compare, the study was able to more rigorously test the previous findings and address critical questions that the earlier study could not. For example, it could examine the approaches that led counterinsurgency forces to prevail when an external actor was involved in the conflict. It was also able to address questions about timing and duration, such as which factors affect the duration of insurgencies and the durability of the resulting peace, as well as how long historical counterinsurgency forces had to engage in effective practices before they won.

U.S. and outside assessments of the effort to stabilise Afghanistan are mixed and subject to debate; the Administration notes progress on reconstruction, governance and security in many areas of Afghanistan, particularly the U.S.-led eastern sector of Afghanistan. However, a November 2007 Bush Administration review of U.S. efforts in Afghanistan reportedly concluded that overall progress was inadequate. This mirrors recent outside studies that contain relatively pessimistic assessments, emphasising a growing sense of insecurity in areas previously considered secure, increased numbers of suicide attacks, and increasing aggregate poppy cultivation, as well as increasing divisions within the NATO alliance about the relative share of combat among the nations contributing to the peacekeeping mission. Both the official U.S. as well as outside assessments are increasingly pointing to Pakistan as failing -- either through lack of attention or eliberatestrategy -- to prevent Taliban commanders from operating from Pakistan. To try to gain momentum against the insurgency, the United States is considering new initiatives including adding U.S. troops to the still combat-intense south, possibly assuming U.S. command of the southern sector, and increasing direct U.S. action against Taliban concentrations inside Pakistan. Politically, the Afghan government remains reasonably stable. The post-Taliban transition was completed with the convening of a parliament in December 2005; a new constitution was adopted in January 2004, successful presidential elections were held on October 9, 2004, and parliamentary elections took place on September 18, 2005. The parliament has become an arena for factions that have fought each other for nearly three decades to debate and peacefully resolve differences, as well as a centre of political pressure on President Hamid Karzai. Major regional strongmen have been marginalised. Afghan citizens are enjoying personal freedoms forbidden by the Taliban, and women are participating in economic and political life. Presidential elections are to be held in the fall of 2009, with parliamentary and provincial elections to follow one year later. To help stabilise Afghanistan, the United States and partner countries are deploying a 47,000 troop NATO-led International Security Assistance Force (ISAF) that now commands peacekeeping throughout Afghanistan, including the restive south. Of those, 19,000 of the 31,000 U.S. forces in Afghanistan are part of ISAF. The U.S. and partner forces also run regional enclaves to secure reconstruction (Provincial Reconstruction Teams, PRTs), and are building an Afghan National Army and National Police. The United States has given Afghanistan over $23 billion (appropriated, including FY2008 to date) since the fall of the Taliban, including funds to equip and train Afghan security forces.

The most useful forms of outside support for an insurgent movement include safe havens, financial support, political backing, and direct military assistance. Because states are able to provide all of these types of assistance, their support has had a profound impact on the effectiveness of many rebel movements since the end of the Cold War. However, state support is no longer the only, or indeed necessarily the most important, game in town. Diasporas have played a particularly important role in sustaining several strong insurgencies. More rarely, refugees, guerrilla groups, or other types of non-state supporters play a significant role in creating or sustaining an insurgency, offering fighters, training, or other forms of assistance. This report assesses post-Cold War trends in external support for insurgent movements. It describes the frequency that states, diasporas, refugees, and other non-state actors back guerrilla movements. It also assesses the motivations of these actors and which types of support matter most. This book concludes by assessing the implications for analysts of insurgent movements.
