At the time the largest city in the world, Victorian London intrigued and appalled politicians, clergymen, novelists and social investigators. Dickens, Mayhew, Booth, Gissing and George Bernard Shaw, to name but a few, developed a morbid fascination with its sullied streets and the sensational gulf between London classes. Outcast London explores the London economy, in particular its vast numbers of casual and irregular day labourers and the artisans and seamstresses engaged in seasonal and workshop trades. This vast assemblage was volatile, subject to the ups and downs of the world economy, to the vagaries of the weather, and to the rise and fall of various trades. Its crises could cause panic in wealthy London. New forms of charity came into being as well as, eventually, an embryonic form of the twentieth century welfare state. At first sight, the London described in this book is wholly remote from the city encountered today. But developments in recent decades reveal that the types of irregular employment, poverty and inequality experienced by modern Londoners are not so distant from those familiar to their Victorian and Edwardian ancestors.

Nearly everyone agrees that life has changed in our technological society, whether the contrast is with earlier stages in Western culture or with non-Western cultures. "Modernization" is just one of various terms that have been applied to the process by which we have arrived at the peculiar lifestyle typical of our age; whatever the term for the process, almost all analysts agree in finding technology to be one of its key ingredients. This is the judgment of critics of all sorts - anthropologists, historians, literary figures, sociologists, theologians. Volume 4 in the Philosophy and Technology series brings the perspectives of philosophers to bear on the issue of characterizing contemporary life, mainly in high-technology societies. Some of the philosophers look at the issue directly. Others focus on work life - or on the living arrangements that surround or condition or offer refuge from work life in technological society. Still others reflect on particular technologies, especially biotechnology and computer technology, that are increasingly affecting both work and family life. There is also a paper on the nature of thinking in technologi cal praxis, along with two papers on whether it is appropriate to export this sort of thinking to Third World countries, and another paper on the issue of responsibility in technology - which would have fit better in volume 3 of the series, entitled Technology and Responsibility (1987). Finally, volume 4 closes with a broad-ranging bibliography that takes work and technology as its focus.

Do contemporary welfare policies reflect the realities of the economy and the needs of those in need of public assistance, or are they based on outdated and idealized notions of work and family life? Are we are moving from a "war on poverty" to a "war against the poor?" In this critique of American social welfare policy, Sanford F. Schram explores the cultural anxieties over the putatively deteriorating "American work ethic," and the class, race, sexual and gender biases at the root of current policy and debates. Schram goes beyond analyzing the current state of affairs to offer a progressive alternative he calls "radical incrementalism," whereby activists would recreate a social safety net tailored to the specific life circumstances of those in need. His provocative recommendations include a series of programs aimed at transcending the prevailing pernicious distinction between "social insurance" and "public assistance" so as to better address the needs of single mothers with children. Such programs could include "divorce insurance" or even some form of "pregnancy insurance" for women with no means of economic support. By pushing for such programs, Schram argues, activists could make great strides towards achieving social justice, even in today's reactionary climate.

Many workers today feel that the longstanding social contract between government, business, and labor has been broken. This book examines legal and philosophical problems that must be addressed if there is to be a new social contract that is fair to workers. Drawing on a wide variety of sources, from the popular press to technical philosophy, Edmund F. Byrne brings into focus ethical issues involved in corporate decisions to reorganize, relocate, or automate. In assessing the human costs of these decisions, he shows why, to a worker, "corporations are not reducible to their assets and liabilities any more than a government is merely its annual budget. That they are organizations, that these organizations do things, and that they are socially responsible for what they do." In support of this assignment of responsibility, Byrne seeks to demythologize corporate hegemony by confronting a variety of intellectual "dragons" that guard the gates of the status quo. These include legal assumptions about corporate personhood and commodification, private property and eminent domain; management ideas about the autonomous employee and profit without payrolls; technocratic dreams of a dehumanized workplace: ideological belief in progress and competition; and philosophical arguments for libertarian freedom, liberal welfare, and global justice. Because of these and other mainstream perspectives, workers today are widely perceived, in law and in common parlance, to be isolated atoms. But, Byrne emphasizes, work. including work done for a transnational corporation, is done in a community. Since corporate leaders make decisions that have an impact on people’s lives and on communities, involvement in such decisions must be not only corporate or governmental but community-based as well.

This book compares workfare policies in the United States and 'active labor policies' in Western Europe that are aimed primarily at the long-term unemployed, unemployed youth, lone parents, immigrants and other vulnerable groups often referred to collectively as the 'socially excluded'. The Europeans maintain that workfare is the best method of bringing the socially excluded back into mainstream society. Although there are differences in terms of ideology and practice, Joel F. Handler argues that there are also significant similarities, especially field-level practices that serve to exclude those who are the least employable or lack other qualifications that agencies favor. The author also examines strategies for reform, including protective labor legislation, the Open Method of Coordination, the reform of social and employment services, and concludes with an argument for a basic income guarantee, which would not only alleviate poverty but also provide clients with an exit option.
