This book presents a comprehensive analysis and modelling of demand, capacity, quality of services, economics, and sustainability of the air transport system and its main components - - airports, airlines, and ATC/ATM (Air Traffic Control/Management). Airports consist of the airside and landside area characterized by their capacities for handling demand such as aircraft, air passengers, and air freight/cargo shipments. Regarding spatial configuration, airlines generally operate hub-and-spoke (conventional or legacy airlines) and point-to-point (LCCs - Low Cost Carriers) air route networks. Their fleets consisting of different aircraft types provide transport capacity for serving demand including air passengers and freight/cargo shipments. The ATC/ATM includes the controlled airspace, traffic management and control facilities and equipment on the ground, space, and on board aircraft, and the ATC Controllers). They all provide capacity to handle demand consisting of the flights between origin and destination airports carried out by airline aircraft. The outcome from the interrelationships between demand and capacity at these components materializes as the quality of services. At airports and airlines this is generally expressed by congestion and delays of aircraft, air passengers, and freight/cargo shipments. At ATC/ATM, this is expressed by delays, horizontal and vertical in-efficiency, and safety of flights. Economics of each component relate to its revenues, costs, and profits from handling demand, i.e., providing services of given quality. The sustainability of air transport system has become increasingly important issue for many internal and external actors/stakeholders involved to deal with. This has implied increasing the system’s overall social-economic effects/benefits while reducing or maintaining constant impacts/costs on the environment and society at both global and regional/local scale under conditions of continuous medium- to long term growth.

An analysis has been performed on data generated from the two most recent field deployments of the Aircraft Wake Vortex Spacing System (AVOSS). The AVOSS provides reduced aircraft spacing criteria for wake vortex avoidance as compared to the FAA spacing applied under Instrument Flight Rules (IFR). Several field deployments culminating in a system demonstration at Dallas Fort Worth (DFW) International Airport in the summer of 2000 were successful in showing a sound operational concept and the system's potential to provide a significant benefit to airport operations. For DFW, a predicted average throughput increase of 6% was observed. This increase implies 6 or 7 more aircraft on the ground in a one-hour period for DFE operations. Several studies of performacne correlations to system configuration options, and system inputs are also reported. The studies focus on the validation performance of the system.

Ground and airborne technologies were developed in the Terminal Area Productivity (TAP) project for increasing throughput at major airports by safely maintaining good-weather operating capacity during bad weather. Methods were demonstrated for accurately predicting vortices to prevent wake-turbulence encounters and to reduce in-trail separation requirements for aircraft approaching the same runway for landing. Technology was demonstrated that safely enabled independent simultaneous approaches in poor weather conditions to parallel runways spaced less than 3,400 ft apart. Guidance, control, and situation-awareness systems were developed to reduce congestion in airport surface operations resulting from the increased throughput, particularly during night and instrument meteorological conditions (IMC). These systems decreased runway occupancy time by safely and smoothly decelerating the aircraft, increasing taxi speed, and safely steering the aircraft off the runway. This paper describes two results from a continuing effort to provide accurate cost-benefit analyses of the NASA Terminal Area Productivity (TAP) program technologies. Previous tasks have developed airport capacity and delay models and completed preliminary cost benefit estimates for TAP technologies at 10 U.S. airports. This task covers two improvements to the capacity and delay models. The first improvement is the completion of a detailed model set for the Chicago O'Hare (ORD) airport. Previous analyses used a more general model to estimate the benefits for ORD. This paper contains a description of the model details with results corresponding to current conditions. The second improvement is the development of specific wind speed and direction criteria for use in the delay models to predict when the Aircraft Vortex Spacing System (AVOSS) will allow use of reduced landing separations. This paper includes a description of the criteria and an estimate of AVOSS utility for 10 airports based on analysis of 35 years of weather data.
