Nearly 600,000 civilians in 27 African countries have been massacred in the past two decades. Tens of millions more have been killed in battles, displaced, or perished from indirect causes of such attacks and the continent’s armed conflicts. Not only are civilians the main victims of Africa’s wars, but also an increasing number of United Nations (UN) Security Council resolutions have called upon peacekeepers to protect them. For many, civilian protection is the very essence of peacekeeping. This is a driving rationale behind the unanimously endorsed and UN-mandated ‘responsibility to protect’ principle— the idea that governments have a responsibility to prevent and curtail genocide, crimes against humanity, war crimes, and ethnic cleansing. Civilian protection is also a crucial part of forging durable political settlements because any peace agreement that tolerates continued violence against civilians will not provide a solid foundation on which to build legitimate governance structures.” This publication addresses challenges to protecting civilians in Africa’s war zones from violence, examples of previous peace operations and some lessons learned that could be applied in this situation, how civilian protection policies might be enhanced, suggested policies to implement, and more. Using Force to Protect Civilians offers the first comprehensive analysis of United Nations military protection operations across time and UN missions, drawing on a novel dataset that covers 200 operations from ten UN peacekeeping missions in Africa from 1999 to 2017. Employing a mixed-methods research design, the book finds that Blue Helmets succeed as often as they fail when they employ force to protect, indicating that they can wield force effectively - under the right conditions - to achieve this priority task. Stian Kjeksrud shows that effective UN military protection operations must rest on a deep understanding of perpetrators' motivation and modus operandi for attacking civilians, facilitating tailored military responses to stop or reduce physical threats in a timely manner. Adding to existing knowledge about the conflict-reducing effect of the presence of uniformed UN personnel, he also finds that specific actions matter more than the simple presence of Blue Helmets in large numbers. While protecting civilians is a priority task for military peacekeepers, we have limited knowledge about how they fare across time and in different UN missions when they use force to protect. We also remain largely ignorant of the conditions leading to successful outcomes when they intervene militarily to protect civilians from violence. Using Force to Protect Civilians addresses both of these knowledge gaps, and provides the building blocks for a theory of the utility of force to protect civilians in UN peace operations.

This book examines the emergent conviction that UN robust peacekeeping works better than UN traditional peacekeeping in reducing civilian killings within contemporary post-cold war violent civil wars. In an unprecedented study, Nsia-Pepra has systematically and empirically documented the relationship between robust peacekeeping and civilian killings in violent civil wars using both statistical and case study models. This timely volume explores the “dark side” of United Nations (UN) Peacekeeping in Africa: when rather than help establish a rule of law in the host country, they become perpetrators of crime. The work of the UN peacekeepers is generally comprised of police and military personnel, from countries who contribute voluntarily to assist war-torn countries create conditions for lasting peace. Overall, these peacekeeping efforts are perceived positively, with volunteers giving their time and risking their lives to bring normalcy and peace to civilians in countries with conflict. In fact, there are cases where UN Peacekeepers are sometimes the victims of violent crimes, and need security and protection themselves. Although instances of abuse are not widespread and are certainly not isolated to Africa, this work focuses on Africa because there is a high concentration of UN Peacekeepers there, and lessons learned can be applied to other regions. The instances of abuse cover serious crimes including sexual abuse and exploitation, child and arms trafficking, and corruption, all of some of the most vulnerable populations in the world at the time. Although these instances are not extensive, they remain a fundamental problem because there is no existing mechanism for prosecution in the international area: it is only the troops’ home country, not the UN, who has the right to exercise criminal jurisdiction. The also undermine the good work that UN Peacekeepers are doing all over the world. This work is concerned with highlighting why these instances occur, and why specific forms of abuse are more prevalent than others. It also discusses how to prevent abuse and violations from happening in the first place, and creating a culture of change and accountability. Finally, taking into account cultural and legal systems from troops’ home countries, the author considers the ways that local rules can be aligned with international standards. Since the end of World War II and the founding of the United Nations, genocide, crimes against humanity and other war crimes—mass atrocities—have been explicitly illegal. When such crimes are committed, the international community has an obligation to respond: the human rights of the victims outweigh the sovereignty claims of states that engage in or allow such human rights violations. This obligation has come to be known as the responsibility to protect. Yet, parallel to this responsibility, two other related responsibilities have developed: to prosecute those responsible for the crimes, and to provide humanitarian relief to the victims—what the author calls the responsibility to palliate. Even though this rhetoric of protecting those in need is well used by the international community, its application in practice has been erratic at best. In International Responses to Mass Atrocities in Africa, Kurt Mills develops a typology of responses to mass atrocities, investigates the limitations of these responses, and calls for such responses to be implemented in a more timely and thoughtful manner. Mills considers four cases of international responses to mass atrocities—in Rwanda, the Democratic Republic of the Congo, Uganda, and Darfur—putting the cases into historical context and analyzing them according to the typology, showing how the responses interact. Although all are intended to address human suffering, they are very different types of actions and accomplish different things, over different timescales, on different orders of magnitude, and by very different types of actors. But the critical question is whether they accomplish their objectives in a mutually supportive way—and what the trade-offs in using one or more of these responses may be. By expanding the understanding of international responsibilities, Mills provides critical analysis of the possibilities for the international community to respond to humanitarian crises.
