Abstract: "Cultural Democracy", like many cultural policy themes, has different meanings, relevance and importance depending on the political, economic, cultural and social contexts in which it is applied. "Democratising culture" - implementing strategies to increase access to and the dissemination of ideas and values - has certainly been aided by the arrival of the internet, but it remains those with resources, with networks, with expertise and historical privilege, who are best able to assert their values, ideas, beliefs and ideological assumptions: what hopes then, for a more democratic world order, in which everyone - or at least the majority of people - may be able to project their views, traditions, values and perspectives into the "global market of ideas"? In this respect, the media play an important role through their capacity to promote and supply culture. The media use segmented functions of culture and influence people's behaviours.

This book is about democracy and communication. The media and popular culture are often identified as bearing primary responsibility for the decline of active citizenship and the decay of democratic institutions. Media culture is charged with eroding the capacity of citizens to trust in public institutions and with encouraging widespread civic disengagement. In Culture and Democracy, Clive Barnett critically evaluates the conceptual underpinnings of such widespread judgements. In doing so he provides an innovative and theoretically informed exploration of the interface between culture, political economy, and public life. Through a triangulation of the ideas of Derrida, Foucault, and Habermas, he argues that deconstruction, poststructuralism, and critical theory converge around shared concerns for the possibilities of democratic public life in a globalising age. How have cultural policies created new occupations and shaped professions? This book explores an often unacknowledged dimension of cultural policy analysis: the professional identity of cultural agents. It analyses the relationship between cultural policy, identity and professionalism and draws from a variety of cultural policies around the world to provide insights on the identity construction processes that are at play in cultural institutions. This book reappraises the important question of professional identities in cultural policy studies, museum studies and heritage studies. The authors address the relationship between cultural policy, work and identity by focusing on three levels of analysis. The first considers the state, the creativity of the power relationship established in cultural policies and the power which structures the symbolic order of cultural work.
