Enhancing Procurement Practices is organised around four main points: -overview and analysis of procurement principles, -practical approach to drafting of solicitation and contract documents, -conduct of procurement procedures, -overview of the e-procurement arena. Although the addressed procurement methods can be used on a wide scale, this book concentrates primarily on such cases when the subject of procurement is complex, or the solicited goods and services are relatively simple but the intended long-term relationship calls for a fairly conscious source selection. Project procurement, the most complicated form of buying civil engineering work, goods, and services, is thoroughly addressed. Beyond the structured overview and comparative analysis of terminology and principles, the book describes such new concepts as single-source preference for simultaneous procurements, dual-term frame contract for parallel suppliers, and the use of semi-consolidated contract documents. Effective utilisation of theories boils down - among others - to a consistent set of procurement-related terms, proven methodology for drafting comprehensive solicitation documents and contracts, and practical details of communication with offerors.

The authors present their perspectives on all important questions of strategic procurement such as: how to manage a heterogeneous supplier structure across different branches and how to deal with partners from diverse cultures? How to solve procurement crisis and proactively avoid them? How does off-shore team management work and how to increase the value-add for both internal and external purchasing? These themes are discussed along with numerous practice-based cases. The authors lay an ideal ground for global purchasers to help with their strategic and operational needs, including technological topics such as e-procurement.

The decision not to launch negotiations in the World Trade Organization (WTO) on three of the Singapore Issues in the so-called July 2004 package provides an opportunity to revisit the knowledge base on which proposals for further international collective action may be drawn. This paper examines the available evidence on public procurement practices in developing countries that could be relevant to further multilateral rule making on state purchasing. Although there is considerable agreement on ends (efficient, non-corrupt, and transparent public purchasing systems), little information is available on means and, in particular, on the effective and replicable strategies that developing countries can adopt to improve their public procurement systems. A concerted effort to substantially add to the knowledge base on public procurement reforms in developing countries, through targeted research and international exchange of information on implemented procurement policies and outcomes, is critical to identifying areas where further binding multilateral disciplines may be beneficial.

The unanticipated spike in international food prices in 2007-08 hit many developing countries hard. International prices for food and other agricultural products increased by more than 100 percent between early 2007 and mid-2008. Prices for food cereals more than doubled; and those for rice doubled in the space of just a few months. The food price increases were particularly hard on the poor and near-poor in developing countries, many of whom spend a large share of their income on food and have limited means to cope with price shocks. An estimated 1.29 billion people in 2008 lived on less than $1.25 a day, equivalent to 22.4 percent of the developing world population. In addition, the Food and Agriculture Organization estimated that 923 million people were undernourished in 2007. Simulation models suggested that poverty rose by 100-200 million people and the undernourished increased by 63 million in 2008. The World Bank organized rapidly for short-term support in the crisis, launching a fast-track program of loans and grants, the Global Food Crisis Response Program (GFRP). The GFRP mainly targeted low-income countries, and provided detailed policy advice to governments and its own staff on how to respond to the crisis. The Bank also scaled up lending for agriculture and social protection to support the building of medium-term resilience to future food price shocks. The International Finance Corporation responded by sharply increasing access to liquidity for agribusinesses and agricultural traders in the short and medium term, as well as new programs to improve incentives for agricultural market participants. This evaluation assesses the effectiveness of the World Bank Group response in addressing the short-term impacts of the food price crisis and in enhancing the resilience of countries to future shocks.

Sustainability Considerations For Procurement Tools And Capabilities written by National Research Council and has been published by National Academies Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-09-27 with Computers categories.

Federal laws, regulations, and executive orders have imposed requirements for federal agencies to move toward the sustainable acquisition of goods and services, including the incorporation of sustainable purchasing into federal agency decision making. Since the federal government is such a significant player in the market, its move to incorporate sustainable procurement practices could have a profound impact on the types of products being developed for the market as a whole. The General Services Administration (GSA) has played a key role in furthering sustainable procurement practices throughout the federal government. GSA is responsible for formulating and maintaining government-wide policies covering a variety of administrative actions, including those related to procurement and management. GSA has several ongoing activities related to sustainable procurement to assess the feasibility of working with the federal supplier community - vendors and contractors that serve federal agencies to measure and reduce greenhouse gas emissions in the supply chain while encouraging sustainable operations among suppliers. GSA has also been actively developing programs to assist federal agencies in making sustainable procurement decisions. As federal agencies cannot directly fund the development of sustainable procurement tools, they are particularly interested in understanding how to foster innovation and provide incentives for collaboration between developers and users of tools for sustainable purchasing throughout the supply chain. The training of procurement professionals is also a priority for these agencies. To assist efforts to build sustainability considerations into the procurement process, the National Research Council appointed a committee to organize a two-day workshop that explored ways to better incorporate sustainability considerations into procurement tools and capabilities across the public and private sectors. The workshop was designed to help participants assess the current landscape of green purchasing tools, identify emerging needs for enhanced or new tools and opportunities to develop them, identify potential barriers to progress, and explore potential solutions. The workshop provided an opportunity for participants to discuss challenges related to sustainable purchasing and to developing new procurement tools. Sustainability Considerations for Procurement Tools and Capabilities reviews the presenters' recommendations and tools currently used in sustainable procurement, such as databases for ecolabels and standards, codes, or regulations and other nontechnological tools such as policies, frameworks, rating systems, and product indexes.

Improving Procurement In Further Education Colleges In England written by Great Britain: National Audit Office and has been published by The Stationery Office this book supported file pdf, txt, epub, kindle and other format this book has been release on 2006-10-25 with Education categories.

The 384 further education colleges in England spend around £1.6 billion each year on procurement services, including administration and general costs, premises costs, non-pay teaching and support services. Procurement expenditure as a percentage of total income averages 25 per cent but varies widely across colleges, with the greatest variation among small and medium-sized colleges. The Learning and Skills Council has estimated that FE colleges could make £75 million efficiency savings by March 2008 through the introduction of more efficient and effective procurement processes. Drawing on good practice guidance from the Office of Government Commerce and on expertise within the National Audit Office gained from its reports on procurement in other sectors, this report makes eight recommendations for improved procurement. The recommendations are based on five key requirements, including: the need for clear leadership from governors and senior managers in improving procurement; information about appropriate methods of procurement; and exploring opportunities to collaborate with others to gain economies of scale when buying goods or services.
