The unipolar moment, to the extent it ever existed, has now truly passed. The United States is part of a globalized world, in which the flows of goods, finance, people, and much more connect us to other countries as never before. But for all the myriad benefits globalization brings, it also means that the challenges of the coming decades -- be they generated by resource competition, climate change, cybercrime, terrorism, or classic competition and rivalry -- cannot be solved or even mitigated by one country alone. Countries will need to cooperate on policies that extend across borders to address issues that affect them all. In this report, the authors argue that the United States should increasingly look to international institutions -- the United Nations and regional organizations like the European Union, the African Union, and the Association of Southeast Asian Nations -- as partners in conflict prevention and peacemaking worldwide. These organizations can serve as a platform for developing and enforcing international norms; provide a source of legitimacy for diplomatic and military efforts; and aggregate the operational resources of their members, all of which can increase the ease and effectiveness of American peacemaking efforts.

Nuclear technology has long been recognized as capable of both tremendous benefits and tremendous destruction. With this in mind, countries have devised international arrangements intended to promote peaceful nuclear applications while preventing the spread of materials, equipment, and technologies useful for producing nuclear weapons. Today, however, it is clear that this global nonproliferation regime is falling short. North Korea withdrew from the Nuclear Nonproliferation Treaty (NPT) in 2003 and has since tested two nuclear devices. Iran, while still a party to the NPT, has developed the capacity to enrich significant amounts of uranium; many believe it is seeking to build nuclear weapons or at least attain the ability to do so. In addition, there is the challenge of facilitating the expansion of nuclear energy, something that could help reduce carbon emissions, while preventing countries from using related technologies for military purposes. Finally, the prevalence of nuclear materials only intensifies the fear that terrorist groups could acquire them through theft or a deliberate transfer from a state.Given these challenges, it is fitting that nuclear issues are near the top of today's foreign policy agenda. President Barack Obama organized a nuclear security summit in April to discuss ways to secure nuclear materials and reduce the threat of terrorism, and NPT signatories will gather in May for the five-yearly NPT review conference. The United States and Russia have reached a successor agreement calling for further reductions in their nuclear arsenals. And the United States and others continue to pursue both sanctions and negotiations with the aim of limiting Iran's nuclear capabilities.In this Council Special Report, Paul Lettow examines the shortcomings of the nonproliferation regime and proposes a comprehensive agenda to shore it up. He first explores the challenges facing current arrangements, chief among them the spread of enrichment and reprocessing technologies needed to produce fissile material. Lettow then makes a variety of recommendations. First, he calls for tighter sanctions on Iran with the goal of dissuading it from continuing its nuclear advances and discouraging others from following Tehran's path. To combat the spread of enrichment and reprocessing, the report urges the United States to lead nuclear suppliers in developing a system that would allow the sale of relevant equipment and technology only to countries that meet demanding criteria. As regards a potential multilateral nuclear fuel bank, the report argues for limiting participation to states that have a strong nonproliferation record and agree not to make their own nuclear fuel. Lettow further recommends a larger budget, more authority, and various policy changes for the International Atomic Energy Agency so that it can better detect dangerous violations of nonproliferation agreements. Finally, he urges a series of steps in the United Nations Security Council to punish violators and deal with countries that seek to withdraw from the NPT while in noncompliance with their obligations.Strengthening the Nuclear Nonproliferation Regime provides an authoritative look at today's nuclear-related concerns and what can be done to address them. With its thoughtful analysis and comprehensive recommendations, it makes a strong contribution on a subject of vital importance. And given the challenges now testing the nonproliferation regime, as well as the issue's prominence in the foreign policy debate, the report could not come at a better time.

The United Nations Security Council (UNSC) remains an important source of legitimacy for international action. Yet despite dramatic changes in the international system over the past forty-five years, the composition of the UNSC has remained unaltered since 1965, and there are many who question how long its legitimacy will last without additional members that reflect twenty-first century realities. There is little agreement, however, as to which countries should accede to the Security Council or even by what formula aspirants should be judged. Reform advocates frequently call for equal representation for various regions of the world, but local competitors like India and Pakistan or Mexico and Brazil are unlikely to reach a compromise solution. Moreover, the UN Charter prescribes that regional parity should be, at most, a secondary issue; the ability to advocate and defend international peace and security should, it says, be the primary concern.The United States has remained largely silent as this debate has intensified over the past decade, choosing to voice general support for expansion without committing to specifics. (President Obama's recent call for India to become a permanent member of the Security Council was a notable exception.) In this Council Special Report, 2009?2010 International Affairs Fellow Kara C. McDonald and Senior Fellow Stewart M. Patrick argue that American reticence is ultimately unwise. Rather than merely observing the discussions on this issue, they believe that the United States should take the lead. To do so, they advocate a criteria-based process that will gauge aspirant countries on a variety of measures, including political stability, the capacity and willingness to act in defense of international security, the ability to negotiate and implement sometimes unpopular agreements, and the institutional wherewithal to participate in a demanding UNSC agenda. They further recommend that this process be initiated and implemented with early and regular input from Congress; detailed advice from relevant Executive agencies as to which countries should be considered and on what basis; careful, private negotiations in aspirant capitals; and the interim use of alternate multilateral forums such as the Group of Twenty (G20) to satisfy countries' immediate demands for broader participation and to produce evidence about their willingness and ability to participate constructively in the international system.The issues facing the world in the twenty-first century--climate change, terrorism, economic development, nonproliferation, and more--will demand a great deal of the multilateral system. The United States will have little to gain from the dilution or rejection of UNSC authority. In UN Security Council Enlargement and U.S. Interests, McDonald and Patrick outline sensible reforms to protect the efficiency and utility of the existing Security Council while expanding it to incorporate new global actors. Given the growing importance of regional powers and the myriad challenges facing the international system, their report provides a strong foundation for future action.

The United States faces an increasingly turbulent world. The risk of violent conflict and other threats to international order presents a vexing dilemma: should the United States remain the principal guarantor of global peace and security with all its considerable commitments and potential pitfalls––not least new and costly military entanglements––that over time diminish its capacity and commitment to play this vital role or, alternatively, should it pull back from the world in the interests of conserving U.S. power, but at the possible cost of even greater threats emerging in the future? Paul B. Stares proposes an innovative and timely strategy—“preventive engagement”—to resolve America’s predicament.
