This book reconfigures the study of the origins of the Enlightenment in the Spanish Empire. Challenging dominant interpretations of the period, this book shows that early eighteenth-century Spanish authors turned to Enlightenment ideas to reinvent Spain’s role in the European balance of power. And while international law grew to provide a legal framework that could safeguard peace, Spanish officials, diplomats, and authors, hardened by the failure of Spanish diplomacy, sought instead to regulate international relations by drawing on investment, profit, and self-interest. The book shows, on the basis of new archival research, that the Diplomatic Enlightenment sought to turn the Spanish Empire into a space for closer political cooperation with other European and non-European states and empires.

This book discusses responses to the challenges faced by two different Iberian imperial systems in their struggle to sustain territorial integrity and economic interests in the face of international competition. During a so-called period of ‘Enlightened Despotism’, absolutist governments in Spain and Portugal sought to harness Enlightenment ideas to their policies of reform. The Iberian Enlightenment, however, did not rely exclusively on government sponsorship – it had existing foundations in sixteenth-century Spanish humanism and subsequent attempts at reform, and educated individuals in major cities frequently operated independently of government. The Enlightenment contributed greatly to the availability of potential political solutions to the urgent matter of political status, in the attempt to transform absolutist governments into constitutional systems and drawing in the process on the structures of medieval foundations, contemporary revolutions or less radical constitutional monarchies, or a combination of sources more closely aligned with Ibero-American realities.

Viceroy Güemes’s Mexico: Rituals, Religion, and Revenue examines the career of Juan Francisco Güemes y Horcasitas, viceroy of New Spain from 1746 to 1755. It provides the best account yet of how the colonial reform process most commonly known as the Bourbon Reforms did not commence with the arrival of José de Gálvez, the visitador general to New Spain appointed in 1765. Rather, Güemes, ennobled as the conde de Revillagigedo in 1749, pushed through substantial reforms in the late 1740s and early 1750s, most notably the secularization of the doctrinas (turning parishes administering to Natives over to diocesan priests) and the state takeover of the administration of the alcabala tax in Mexico City. Both measures served to strengthen royal authority and increase fiscal revenues, the twin goals historians have long identified as central to the Bourbon reform project. Güemes also managed to implement these reforms without stirring up the storm of protest that attended the Gálvez visita. The book thus recasts how historians view eighteenth-century colonial reform in New Spain and the Spanish empire generally. Christoph Rosenmüller’s study of Güemes is the first in English-language scholarship that draws on significant research in a family archive. Using these rarely consulted sources allows for a deeper understanding of daily life and politics. Whereas most scholars have relied on the official communications in the great archives to emphasize tightly choreographed rituals, for instance, Rosenmüller’s work shows that much interaction in the viceregal palace was rather informal—a fact that scholars have overlooked. The sources throw light on meeting and greeting people, ongoing squabbles over hierarchy and ceremony, walks on the Alameda square, the role of the vicereine and their children, and working hours in the offices. Such insights are drawn from a rare family archive harboring a trove of personal communications. The resulting book paints a vivid portrait of a society undergoing change earlier than many historians have believed.

This edited collection explores the histories of trade, a peculiar literary genre that emerged in the context of the historiographical and cultural changes promoted by the histoire philosophique movement. It marked a discontinuity with erudition and antiquarianism, and interacted critically with universal history. By comparing and linking the histories of individual peoples within a common historical process, this genre enriched the reflection on civilisation that emerged during the long eighteenth century. Those who looked to the past wanted to understand the political constitutions and manners most appropriate to commerce, and grasp the recurring mechanisms underlying economic development. In this sense, histories of trade constituted a declination of eighteenth-century political economy, and thus became an invaluable analytical and practical tool for a galaxy of academic scholars, journalists, lawyers, administrators, diplomats and government ministers whose ambition was to reform the political, social and economic structure of their nations. Moreover, thanks to these investigations, a lucid awareness of historical temporality and, more particularly, the irrepressible precariousness of economic hegemonies, developed. Through newly unearthed texts virtually unknown in Andean studies, Indians and Mestizos in the "Lettered City" highlights the Andean intellectual tradition of writing in their long-term struggle for social empowerment and questions the previous understanding of the "lettered city" as a privileged space populated solely by colonial elites. Rarely acknowledged in studies of resistance to colonial rule, these writings challenged colonial hierarchies and ethnic discrimination in attempts to redefine the Andean role in colonial society. Scholars have long assumed that Spanish rule remained largely undisputed in Peru between the 1570s and 1780s, but educated elite Indians and mestizos challenged the legitimacy of Spanish rule, criticized colonial injustice and exclusion, and articulated the ideas that would later be embraced in the Great Rebellion in 1781. Their movement extended across the Atlantic as the scholars visited the seat of the Spanish empire to negotiate with the king and his advisors for social reform, lobbied diverse networks of supporters in Madrid and Peru, and struggled for admission to religious orders, schools and universities, and positions in ecclesiastic and civil administration. In the nineteenth century, new cemeteries were built in many Italian cities that were unique in scale and grandeur, and which became destinations on the Grand Tour. From the Middle Ages, the dead had been buried in churches and urban graveyards but, in the 1740s, a radical reform across Europe prohibited burial inside cities and led to the creation of suburban burial grounds. Italy’s nineteenth-century cemeteries were distinctive as monumental or architectural structures, rather than landscaped gardens. They represented a new building type that emerged in response to momentous changes in Italian politics, tied to the fight for independence and the creation of the nation-state. As the first survey of Italy’s monumental cemeteries, the book explores the relationship between architecture and politics, or how architecture is formed by political forces. As cities of the dead, cemeteries mirrored the spaces of the living. Against the backdrop of Italy’s unification, they conveyed the power of the new nation, efforts to construct an Italian identity, and conflicts between Church and state. Monumental cemeteries helped to foster the narratives and mentalities that shaped Italy as a new nation.

Who Should Rule? traces the ambitious imperial reform that empowered new and competing political actors in an era of intense imperial competition, war, and the breakdown of the Spanish empire. Mónica Ricketts examines the rise of men of letters and military officers in two central areas of the Spanish world: the viceroyalty of Peru and Spain. This was a disruptive, dynamic, and long process of common imperial origins. In 1700, two dynastic lines, the Spanish Habsburgs and the French Bourbons, disputed the succession to the Spanish throne. After more than a decade of war, the latter prevailed. Suspicious of the old Spanish court circles, the new Bourbon Crown sought meritorious subjects for its ministries, men of letters and military officers of good training among the provincial elites. Writers and lawyers were to produce new legislation to radically transform the Spanish world. They would reform the educational system and propagate useful knowledge. Military officers would defend the monarchy in this new era of imperial competition. Additionally, they would govern. From the start, the rise of these political actors in the Spanish world was an uneven process. Military officers became a new and somewhat solid corps. In contrast, the rise of men of letters confronted constant opposition. Rooted elites in both Spain and Peru resisted any attempts at curtailing their power and prerogatives and undermined the reform of education and traditions. As a consequence, men of letters found limited spaces in which to exercise their new authority, but they aimed for more. A succession of wars and insurgencies in America fueled the struggles for power between these two groups, paving the way for decades of unrest. Emphasizing the continuities and connections between the Spanish worlds on both sides of the Atlantic, this work offers new perspectives on the breakdown of the empire, the rise of modern politics in Spanish America, and the transition to Peruvian independence.
