Originally published by Yale University Press in 1944, 'Bureaucracy' is a classic fundamental examination of the nature of bureaucracies and free markets in juxtaposition to various political systems. 'Bureaucracy' contrasts the two forms of economic management -- that of a free market economy and that of a bureaucracy. In the market economy entrepreneurs are driven to serve consumers by their desire to earn profits and to avoid losses. In a bureaucracy, the managers must comply with orders issued by the legislative body under which they operate; they may not spend without authorisation and they may not deviate from the path prescribed by law. Writing in an age of exuberant socialism, Ludwig von Mises here lucidly demonstrates how the efficiencies of private ownership and control of public good production ultimately trump the guesswork of publicly administered 'planning' through codes and 'officialdom'. Although Mises aptly critiques bureaucracy and expounds thoroughly upon the immense power of law-like codes of commissions and administrations, he does not condemn nor dismiss bureaucracy but rather frames its proper bounds within constitutional democratic governments.

A bureaucratic organisation is typified by formal processes, standardisation, hierarchic procedures, and written communication. When operated sensibly, bureaucracy is efficient because it benefits from economies of scale and avoids duplication of effort, whilst maintaining standards of quality (Ballé, 1999). Aim of this essay is to provide an overall understanding of bureaucratic management by illustrating why bureaucratic systems developed in the 19th century; how bureaucracy solved the problems and satisfied the needs of the last two centuries; which advantages and disadvantages derive from the main characteristics of bureaucracy; and to which extend bureaucratic management form is able to survive in the modern ever changing world. The first section of this paper comments on the Weberian characteristics of bureaucracy, in the way it has been used in recent organisation literature. Development and importance of those characteristics will be introduced and main advantages and disadvantages will be identified. In the second part reasons for the development of the bureaucratic model will be analysed and changes in the 19th century which caused the need for a bureaucratic approach will be illustrated. Moreover it will be shown how and to which extent the bureaucratic approach solved the problems of those times. The third section will demonstrate whether or not we are now working in a post-bureaucratic management tradition. The modern times, with its challenging environment and changing technologies will be analysed, along with the post-bureaucratic concept and its characteristics. As well the academic literature will be consulted in order to understand whether or not we are living in a post-bureaucratic management tradition.

In the first chapter, Richard Zeckbauser and Murray Horn develop a wide-ranging theoretical framework for assessing the capabilities and role of state-owned enterprises; it provides a foundation for the analyses that follow. In The Control and Perfonnance o[ State-Owned Enterprises , they describe state-owned enterprises as an extreme case of the separation of ownership and control. The focus is on management --the incentives it faces and the conflicts to which it is subjected. The distinguishing characteristics of public enterprise, the authors suggest, give it a comparative advantage over both public bureaucracy and private enterprise in certain situations. They argue that legislators are more likely to prefer SOEs over private enterprise when the efficiency of private enterprise is undermined by regulation or the tbreat of opportunistic state action, when the informational demands of subsidizing private production to meet distributional objectives are high, when it is difficult to assign property rights, or when state ownership is ideologically appealing. These considerations suggest why SOEs are usually assigned special rights and responsibilities, and they help explain observed regularities in the distribution of SOEs across countries and sectors. Zeckhauser and Horn apply principal-agent theory to identify the key factors underlying the performance of state-owned enterprises.
