The book investigates the impact of institutions on entrepreneurship and SME growth in transitional economy of Kosova. The book follows institutional economics approach in order to explore empirically the impact of external business environment and mainly poorly functioning institutions on the growth of small businesses in Kosova. The book is based on an SME survey conducted by Riinvest in the end of 2002 which identified critical institutional barriers such as incomplete legal environment, administrative burden, financing difficulties, tax burden, and unfair competition. The econometric results suggest that the growth of the SMEs was reduced by the presence of barriers such as tax burden, unfair competition and external finance. These findings highlight the need for a more pro- active government policy towards the development of the SME sector and entrepreneurship in Kosova.

This study investigates the barriers to growth of small- and medium-sized enterprises (SMEs) in Kosova. It is based on a SME survey conducted by Riinvest Institute at the end of 2002 which identified critical business environment barriers perceived by entrepreneurs such as legal environment, administrative burden, external financing, tax burden and unfair competition. First, based on this SME survey, the econometric model is constructed and empirically tested the Gibrat's Law. Then, in order to identify and measure the impact of current reported business environment barriers on SME growth, the Gibrat's Law is augmented with other business environment variables. The econometric results suggest that firms' growth is negatively linked to firms' size and age, suggesting that Gibrat's Law does not hold for growing SMEs in Kosova. Also, the growth of the SMEs is reduced by the presence of the business environmental barriers such as tax burden, unfair competition and inadequate financing. Econometric results raise important issues and policy implications for the development of the SME sector in Kosova.

Since the end of the Kosovo war in 1999, increasing attention has been paid to the problems of economic development and reconstruction in South-East Europe. In a context of limited resources, small and medium sized enterprises (SMEs) have a key role to play in creating jobs and building a dynamic entrepreneurial economy. Small Enterprise Development In South-East Europe presents important findings from recent empirical research on key factors, which hinder sustainable SME growth in South-East Europe. Finance is identified as a critical barrier to growth, and the role of commercial banks, micro-finance institutions and credit cooperatives in assisting growth is addressed. Yet finance alone is not enough.
