The main actors in Indonesia's business landscape have long been assumed to be the country's Chinese minority. However, in the last decade, there has been a more visible, growing culture of entrepreneurship amongst the pribumi or "native" Indonesians. Democratic reforms, decentralization and the deregulation of certain sectors of the economy, facilitated by new information technology, have enabled a new generation of entrepreneurs to emerge outside the traditional system of political patronage. New forms of networking are taking shape within local and national business associations, networking forums, and the marketing and business media. While civil servant positions are still highly sought after, the idea of entrepreneurship and business as careers is becoming more and more popular, especially among young Indonesians. The challenge that the Joko Widodo administration faces is to encourage this new social dynamic without falling into the trap of constructing artificial support programmes. Indonesia’s trajectory towards successful economic growth has been long and capricious. Studies of the process often focus either on the Netherlands Indies or independent Indonesia, suggesting the existence of fundamental discontinuities. The authors of the 17 essays in this book adopt a long-term perspective that transcends regimes and bridges dualist economic models in order to examine what did and did not change as the country moved across the colonial-postcolonial divide, and shifted from reliance on exports of primary products to a multi-centred economy. The aim is to analyse how economic development grew out of the interplay of foreign trade, new forms of entrepreneurship and the political economy. The authors deal with entrepreneurship and economic specialization within different ethnic groups, the geographical distribution of exports and resource drains from exporting regions, and connections between an export economy and mass poverty. One recurring issue is the way actors from different ethnic groups occupied complementary niches, highlighting the rich variety of roles played by Asian entrepreneurs. A study of the international sugar trade shows how regime change fostered co-operation between different ethnic groups and nationalities involved with trading networks, inter-island shipping, urban public transport, and the construction sector. A comparison of export earnings and population groups involved in trade before and after 1900 shows that unexpected agricultural and industrial transitions could underpin a fundamental shift in income growth, with improved living standards for broad sectors of the population.

In the context of Makassar, on the eastern Indonesian island of Sulawesi, the book explores the socioeconomic and cultural relationships that make life for small entrepreneurs in Makassar so distinctive. Using a new framework for the study of small enterprises - the 'small enterprise integrative framework' - this book gives us a greater understanding of the organization and operations of small enterprises in developing countries, at both the micro and macro levels. The application of this new framework for research reveals the diversity of labour flexibility, networking and cluster styles amongst the enterprises studies, and the constraints they face for growth. Whilst the recent Southeast Asian economic crisis has been heralded by certain commentators as a new era for small enterprises in the region, the book concludes that local realities for the small enterprises in Makassar mean that, whilst for some it has been a time of shifting fortunes, others have continued trading on the margins.

SMEs play an important role for economic growth and social inclusion in Indonesia. Based on data from the Ministry of Co-operatives and SMEs, Indonesian SMEs account for nearly 97% of domestic employment and for 56% of total business investment. Indonesia has a Micro, Small and Medium Enterprise (MSME) Law and a specific ministry dedicated to co-operatives and SMEs. The wealth of public programmes for SMEs could be streamlined, and more could be done to support innovative companies able to generate productive jobs and participate in international markets. The development and implementation of an SME strategy would be instrumental to improve the overall coherence of national policy measures, objectives and measurable targets. The review of SME and entrepreneurship policy of Indonesia is part of a peer-reviewed series, by the OECD Working Party on SMEs and Entrepreneurship, which aims to improve the design, implementation and effectiveness of national SME and entrepreneurship policies.
