Any Chainnan of the British Post Office dwells in the shadow of Rowland Hill, and, if he were an honest man, he probably from time to time, while singing the praises of Rowland Hill, as is his due, thinks a silent thought of sympathy for his predecessor Colonel Maberly, the head of the Post Office, the Champion of established orthodoxy, the leader of the Professionals, who had to endure the irresistible force of Hill's arguments combined with his skills as a pamphleteer, agitator, and political propagandist. My favorite passage of the book Royal Mail by Martin Daunton (1985) shows how much the Post Office of the day needed a Rowland Hill to challenge Colonel Maberly and all that he stood for. I quote from a passage describing how the Colonel, when he arrived at about 11:00 a.m. and while enjoying his breakfast, listened to his private secretary reading the morning's correspondence. Daunton records: The Colonel, still half engaged with his private correspondence, would hear enough to make him keep up a rumring commentary of disparaging grunts, "Pooh! stuff! upon my soul!" etc.

David Gabel and David F. Weiman The chapters in this volwne address the related problems of regulating and pricing access in network industries. Interconnection between network suppliers raises the important policy questions of how to sustain competition and realize economic efficiency. To foster rivalry in any industry, suppliers must have access to customers. But unlike in other sectors, the very organization of network industries creates major impediments to potential entrants trying to carve out a niche in the market. In traditional sectors such as gas, electric, rail, and telephone services, these barriers take the form of the large private and social costs necessary to duplicate the physical infrastructure of pipelines, wires, or tracks. Few firms can afford to finance such an undertaking, because the level of sunk costs and the very large scale economies make it extremely risky. In other newer sectors, entrants face less tangible but no less pressing constraints. In the microcomputer industry, for example, high switching costs can prevent users from experimenting with alternative, but perhaps more efficient hardware platforms or operating systems. Although gateway technologies can reduce these barriers, the installed base of an incumbent can create powerful bandwagon effects that reinforce its advantage (such as the greater availability of compatible peripherals and software applications). In the era of electronic banking, entrants into the automated teller machine· (A TM) and credit card markets face a similar problem of establishing a ubiquitous presence.

The model is based on an incumbent serving a franchise area that can be divided into an urban and a rural sub-market. Price is determined by three factors: 1) competition in a (sub-)market; 2) the marginal cost in a (sub-)market; and 3) elasticity of demand in a (sub-)market. Competition clearly lowers price in the competitive areas. If the incumbent charges a uniform price over the entire franchise area then competitive effects are felt in the entire franchise area. In the case where entry induces non-uniform pricing by the incumbent, the differences in costs and elasticity from their franchise wide values can affect prices. With non-uniform pricing, lack of competition, higher marginal costs and more inelastic demand in a sub-market each imply higher prices in that sub-market.
