In January 2020, US President Donald Trump announced his ‘deal of the century’. Supposedly intended to ‘resolve’ the Palestine-Israel conflict, it accepted Israeli occupation as a fait accompli. Azmi Bishara places this normalisation of occupation in its historical context, examining Palestine as an unresolved case of settler colonialism, now evolved into an apartheid regime. Drawing on extensive research and rich theoretical analysis, Bishara examines the overlap between the long-discussed ‘Jewish Question’ and what he calls the ‘Arab Question’, complicating the issue of Palestinian nationhood. He addresses the Palestinian Liberation Movement’s failure to achieve self-determination, and the emergence of a ‘Palestinian Authority’ under occupation. He contends that no solution to problems of nationality or settler colonialism is possible without recognising the historic injustices inflicted on Palestinians since the Nakba. This book compellingly argues that Palestine is not simply a dilemma awaiting creative policy solutions, but a problem requiring the application of justice. Attempts by regional governments to marginalise the Palestinian cause and normalise relations with Israel have emphasised this aspect of the struggle, and boosted Palestinian interactions with justice movements internationally. This book analyses the present European Union (EU) approach to state-building, both in policy and operation. This book explores and analyses the various factors that affected the formulation of the common EU policy towards the Middle East Peace Process (MEPP), as well as the specifics of the process by which the EU created EUPOL COPPS and EUBAM Rafah. It answers two central questions: firstly, why and how did the EU decide to create and deploy these missions? Secondly, where do these two missions fit into the general EU approach to the conflict in the Middle East? Based on confidential interviews with various actors in the process, uniquely granted to the author, it reveals the mechanics of decision-making behind the scenes and argues that the EU decision to expand its role in the MEPP, through the creation of the two missions, was closely related to the EU’s defined common interests in the Middle East. This book critically analyzes the European Union’s role in Security Sector Reform (SSR), a topical issue with regards to European security. While the literature on SSR has increased significantly in the past decade, too little remain in the way of comparative analyses of SSR case studies that are geared toward theory development. This collection strives to push the SSR literature in that direction. One key question it focuses on is whether the EU pursues a holistic approach vis-à-vis SSR. Another question the book addresses is why and how the EU activities towards SSR in conflict management, peacebuilding and statebuilding have produced a wide variety of outcomes that range from the failure to reform any or all of the sub-set of security sectors (police, justice, military, etc.) to complete and integrated reform. The volume encompasses all relevant cases of SSR in terms of the financial, human, and political resources involved at the EU level. Just peace has been much talked about in everyday life, but it is less well researched by academics. The rationale of this book is therefore to probe what constitutes a just peace, both conceptually within the field of peacebuilding and empirically in the context of the EU as a peacebuilder in the Israeli-Palestinian conflict. The EU has used the term just peace in many of its most important declarations on the Israeli-Palestinian conflict throughout the years. Defining a just peace is about these declaratory efforts by the EU to articulate a common formula of a just peace in the conflict. Securing and building a just peace are about the EU’s role in implementing this formula for a just peace in the conflict through the creation of a Palestinian state. As the EU enters its fifth decade of involvement in the conflict, there can be little doubt that in common with the rest of the international community it has failed in its efforts to establish a just peace between Israelis and Palestinians. While this is an inescapable overall conclusion from four decades of EC/EU peacebuilding in the conflict, it is, at the same time, possible to draw a number of other conclusions from this book. Most importantly, it argues that the EU is a major legitimizing power in the conflict and that it has kept the prospects of a two-state solution alive through its support for the Palestinian statebuilding process.

After the attacks of 9/11 terrorism and other forms of transnational risks of violence dominated official security policy. Researchers at the Institute for Peace Research and Security Policy at the University of Hamburg investigated the consequences of this change for security governance in a multi-annual research program. Case studies show that transnational security policies changed, but that national governments remained dominant. In other words, the transnationalisation of threat perceptions only led to a limited internationalisaton of security policies. The volume presents results of the research program. It combines conceptual work on security governance with empirical research, for instance on counterterrorism, changing perceptions of security in international organizations, such as the European Union and the Organization for Security and Co-operation in Europe.
