A new field of integrated performance measurement is rapidly evolving, in which sustainability is defined in terms of contextually relevant economic, environmental, and social indicators. There is a corresponding international momentum for progress on sustainability-related performance measurement, with a requirement for the development of methodologies and indicator sets that are comparable across various scales and sectors. This publication is a compendium of indicator initiatives and publications which is intended to provide up-to-date and essential information needed by practitioners to establish partnerships and orient themselves in this field. The section on experts and initiatives is arranged geographically by continent, with separate subsections for Canada, the United States, United Nations, and other initiatives with a global mandate. Information given for each initiative or expert includes project and contact name, addresses (including electronic mail) and phone numbers, description of initiative, and publications if any. The bibliographic section is arranged alphabetically by author under topics including theory and methods of sustainable development indicators, ecosystem and ecoregion-based indicators, geographically based indicators, and livelihood system indicators. Includes author, subject, and organisation index, and a list of acronyms.

This paper looks at the principles of the new fundamentals, focusing on some of their key elements and how they are relevant in a policy context. It discusses how each of the main technical issues contributes to the conclusion that these principles are important and independent of the technical disagreement which can and does arise in specific indicator design. It also examines these fundamentals in the context of some specific example indicators. It concludes with a description of the next steps which might be taken in applying these fundamentals.

Having identified sustainability as an important goal, municipalities and other levels of government are turning to the issue of how to measure a community's progress towards achieving this goal. This report seeks to establish a methodology for developing sustainability indicators. It begins with a discussion of alternative definitions of urban sustainability and then describes some of the general characteristics of indicators and indices. Following a brief investigation of the meaning of sustainability indicators, several potential indicator frameworks are examined, including those which could be adapted from the work on state of the environment reporting, quality of life reporting, and healthy city reporting. Next, more detailed attention is given to appropriate criteria for identifying sustainability indicators and to the steps to be followed in applying those criteria. A number of examples of potential indicators are then described and evaluated against the criteria. Finally, detailed case studies of urban sustainability reporting are presented as well as a brief description of sustainability reporting projects in British Columbia.

Environmental indicators, like economic indicators, are important tools for translating quantities of data into succinct information that can be readily understood and used by decision makers and the general public. The Organization for Economic Cooperation and Development (OECD) has taken the first step in leading an international initiative to develop a series of indicators and Canada is beginning to work on developing a similar series. This report presents a brief overview of efforts now underway to develop consistent, reliable indicators to measure the quality of our environment, the stresses placed on it, and the steps taken to prevent or reduce those stresses.
