This book explores the connections between two of the most transformative processes of the twenty-first century, namely climate change and globalization. In this book, Leichenko and O'Brien present a conceptual framework for analyzing the interactions between these two processes, and illustrate, through case studies, how these interactions create situations of "double exposure." Drawing upon prominent recent and current climate-related events -- Hurricane Katrina in New Orleans, recurring droughts in India, and the melting of Arctic sea ice -- the case studies each demonstrate a different pathway of interaction between globalization and global environmental change. Through exploration of these pathways of double exposure, the book also shows how broader human security concerns including growing inequalities, growing vulnerabilities, and unsustainable rates of development are integrally connected to both processes of global change. The double exposure framework not only sheds light on the challenges raised by these two global processes, but also reveals possibilities for using the interactions to generate positive opportunities for action.

In the early years of the new millennium, hurricanes lashed the Caribbean and flooded New Orleans as heat waves and floods seemed to alternate in Europe. The resulting disruption caused to many societies and the potential for destabilizing international migration has meant that the environment has become a political priority.The scale of environmental change caused by globalization is now so large that security has to be understood as an ecological process. A new geopolitics is long overdue. In this book Simon Dalby provides an accessible and engaging account of the challenges we face in responding to security and environmental change. He traces the historical roots of current thinking about security and climate change to show the roots of the contemporary concern and goes on to outline modern thinking about securitization which uses the politics of invoking threats as a central part of the analysis. He argues that to understand climate change and the dislocations of global ecology, it is necessary to look back at how ecological change is tied to the expansion of the world economic system over the last few centuries. A characteristic of the present global ecological situation is increasing instability or— put another way—a crisis in the civilization system, the global scale of which is expressed through a deterioration of human and animal habitats. The most sub stantial features of global ecodynamics of the late 20th and early 21st centuries include the rapid increase in world population (mainly in developing countries), increase in the size of the urban population (considerable growth in the number of megalopolises), and increase in the scales of such dangerous diseases as HIV/AIDS, hepatitis, tuberculosis, etc. With growing population size the problems of providing people with food and improving their living conditions in many regions will not only not be resolved but will become even more urgent. Any possible benefit from decrease in per capita consumption as a result of increased efficiency of technologies will be outweighed by the impact of such a growth in population size. Despite the predom inant increase of population in developing countries, their contribution to the impact on the environment will not necessarily exceed that of developed countries. Key to ensuring sustainable development of the nature/society system (NSS) is the relation ship between production and consumption, as mentioned at the World Summit on Sustainable Development in Johannesburg (2002). As civilization has developed, so the problem of predicting the scale of expected climate change and associated change in human habitats has become more urgent.
