One of the most challenging environmental threats to the ten countries of the Association of Southeast Asian Nations (ASEAN) has been the haze, the sickening and deadly cloud of smoky pollution caused by widespread burning of land and forests in Indonesia. This book examines both the threat and response to it by analysing environmental cooperation in Southeast Asia from an international regime perspective. Tracing the development of regional cooperation on the haze and evaluating the effectiveness of the cooperation, the author argues that the haze crisis, combined with the economic crisis of 1997, has profoundly challenged the ASEAN modus operandi, and resulted in ASEAN’s efforts to establish an environmental regime to cope with environmental challenges. The emerging ASEAN haze regime is a unique case study of a regional environmental institution in multi-levelled global environmental governance. Based on in-depth original research, this case study is integrated into international relations, political science, and comparative political analysis literatures and contributes to a better understanding of processes within the regional organisation.

In the context of massive environmental problems in Southeast Asia, the countries in the region have decided – at least in some instances – to create regimes to solve these problems jointly. This empirical observation is surprising, given the Southeast Asian countries’ general reluctance to regional cooperation, the governance and budgetary constraints that are typical for developing countries and the huge heterogeneity of the involved countries in terms of environmental vulnerability, economic capacity and hegemonic power. This book analyzes the creation and effectiveness of two environmental regimes, one on transboundary haze pollution and a second on resource management of the Mekong. It will be shown that regime creation is extremely problematic and strategies to overcome conflicting actor constellations are mostly lacking.

The share of global CO2 emissions from the core Northeast Asian (NEA) countries in 2015 was estimated to be as high as 33.63 percent. Representing 28.21, 3.67, and 1.75 percent of total global emissions, China, Japan, and South Korea were ranked the first, fifth, and seventh largest contributors, respectively. Some parts of China, the Republic of Mongolia, the Russian Far East, and Southeast Asia have long been on serious alert due to accelerated deforestation. With their rapid population growth and economic development, the core countries of Northeast Asia are responsible both directly and indirectly for numerous environmental problems. Urgent individual and collective action is required from the region’s governments. Against the backdrop of debate on how to understand Northeast Asia as a "region," Park focuses on the major regional economies of China, Japan, and South Korea, along with Russia, North Korea, and the Republic of Mongolia, due to both their geopolitical proximity and their significance to the region. Although climate-linked impacts on ASEAN’s economy, increasing vulnerability to severe weather, and interlinkages to transboundary haze, health, security and marine pollution are evident, a recent survey by the ISEAS – Yusof Ishak Institute reveals that Southeast Asians are ambivalent about ASEAN’s effectiveness in tackling climate change. All ASEAN Member States (AMS) are fully committed to accelerating reductions to global emissions under the Paris Agreement and demonstrate political will to set up intersectoral climate governance on renewable energy transition, agriculture and food security, forest and land use protection, disaster risk management, conservation on biodiversity, among many other measures. Under the ASEAN Socio-Cultural Community (ASCC) pillar, the ASEAN Ministerial Meetings on the Environment (AMME) and the ASEAN Senior Officials’ Meeting on the Environment (ASOEN) meet annually to discuss environment-related issues, including climate change. The ASEAN Working Group on Climate Change (AWGCC), one of seven technical working groups reporting to the ASOEN, is tasked to enhance regional cooperation on climate change, promote collaboration between sectoral bodies, and articulate ASEAN’s concerns and priorities at the international level. Climate change issues have become cross-cutting and involve various ASEAN sectoral bodies. The AWGCC’s role, however, is still limited to the environmental mandate. ASEAN needs to establish a super coordinating body on climate change that can ensure information sharing across ASEAN bodies, convene support from dialogue partners, and engage with civil society organizations. The ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE) model established during the COVID-19 crisis can serve as a precedent.
