An argument that resource scarcity and environmental degradation can provide an impetus for cooperation among countries. Common wisdom holds that the earth's dwindling natural resources and increasing environmental degradation will inevitably lead to inter-state conflict, and possibly even set off “resource wars.” Many scholars and policymakers have considered the environmental roots of violent conflict and instability, but little attention has been paid to the idea that scarcity and degradation may actually play a role in fostering inter-state cooperation. Beyond Resource Wars fills this gap, offering a different perspective on the links between environmental problems and inter-state conflict. Although the contributors do not deny that resource scarcity and environmental degradation may become sources of contention, they argue that these conditions also provide the impetus for cooperation, coordination, and negotiation between states. The book examines aspects of environmental conflict and cooperation in detail, across a number of natural resources and issues including oil, water, climate change, ocean pollution, and biodiversity conservation. The contributors argue that increasing scarcity and degradation generally induce cooperation across states, but when conditions worsen (and a problem becomes too costly or a resource becomes too scarce), cooperation becomes more difficult. Similarly, low levels of scarcity may discourage cooperation because problems seem less urgent. With contributions from scholars in international relations, economics, and political science, Beyond Resource Wars offers a comprehensive and robust investigation of the links among scarcity, environmental degradation, cooperation, and conflict.

The decline of the East-West conflict has opened up the arena for increased attention to other lines of conflict, in Europe and at the global level. Environmental disruption, not a new phenomenon by any means, is a chief beneficiary of the shift in priorities in the public debate. The Scientific and Environmental Affairs Divi sion of NATO has moved with the times and has defined environmental security as one of its priority areas for cooperation with Central and Eastern Europe and countries of the former Soviet Union. This book is the main output of an Advanced Research Workshop (ARW), held in Bolkesjl/l, Norway, 12-16 June 1996. I would like to acknowledge the personal support of L. Veiga da Cunha, Director of the Priority Area on Environmental Security. Research on these issues is now very much a collaborative effort across former lines of division in Europe. NATO encourages, indeed requires, that this be reflected in the composition of the participants, as well as the organizing committee. Since all-out interstate wars for the time being seem to belong to the past, con flict studies focus more and more on domestic conflicts. This is a broad field, not only because the arbitrary line between war and sub-war violence disap pears and the analyst is confronted with phenomena reaching from criminal violence and clashes between communities to violent conflicts of long duration and civil wars with massacres and genocides as their characteristics. It is also because there are so many different types of conflicts to be analyzed, so many different types of behavior to be studied, whereas there is often little informa tion available on what is really going on. Against the background of internal conflicts, which tend to be as protracted as diffuse in terms of time, intensity, actors, and their goals, this study aims to follow a specific pathway through the current thicket of violent circumstances. It focuses on causation patterns by exploring the causal role of the environ mental factor in the genesis of violent conflicts occurring today and probably even more so tomorrow. This approach, which for once does not focus on a specific level of the conflict system, on one area in the conflict geography, or on a specific category of actors, analyzes causation dynamics.

Globalising and managing trade and commerce processes through institutions such as the International Monetary Fund and the World Bank promoted global industry, big businesses, and multinational corporations that depend heavily and more than ever before on the exploitation of natural resources such as oil, gas, and minerals and compete over securing their fair share of power-generating resources whether they are hydel, thermal, or nuclear. In the developed world, overuse of natural resources coupled with the disposal of massive amounts of industrial wastes in dump sites can have long-lasting detrimental repercussions on human health as well as the natural environment. Whereas the industrialised countries of the Global North are attempting to find new ways of recycling industrial wastes and developing alternative sources of energy through the use of advanced technology, developing and underdeveloped countries in Africa such as Somalia, Mali, and Ethiopia struggle to maintain the few and scarce natural resource available to them for current as well as for the future generations. Inter or intra-state conflicts in such countries worsen the severity of environmental issues, chiefly droughts. Often, the scarcity of natural resources in these countries becomes an environmental issue with social, economic, and political dimensions, hence, threatening the stability of the state and acting as “Pandora’s Box” by causing crises of different kinds to emerge and impact populations locally and regionally. Somalia as an underdeveloped African country represents a quintessential example of how a correlative relationship between political instability and environmental issues can cause the entanglement of a state into a vortex of interrelated crises leading to more instability, both political and environmental.
