This volume explores the many and deep connections between the widespread rise of authoritarian leaders and populist politics in recent years, and the domain of environmental politics and governance – how environments are known, valued, and managed; for whose benefit; and with what outcomes. The volume is explicitly international in scope and comparative in design, emphasizing both the differences and commonalties to be seen among contemporary authoritarian and populist political formations and their relations to environmental governance. Prominent themes include the historical roots of and precedents for environmental governance in authoritarian and populist contexts; the relationships between populism and authoritarianism and extractivism and resource nationalism; environmental politics as an arena for questions of security and citizenship; racialization and environmental politics; the politics of environmental science and knowledge; and progressive political alternatives. In each domain, using rich case studies, contributors analyse what differences it makes when environmental governance takes place in authoritarian and populist political contexts. This book was originally published as a special issue of Annals of the American Association of Geographers.

A new model for effective global environmental governance in an era of human-caused planetary transformation and disruption. Humans are no longer spectators who need to adapt to their natural environment. Our impact on the earth has caused changes that are outside the range of natural variability and are equivalent to such major geological disruptions as ice ages. Some scientists argue that we have entered a new epoch in planetary history: the Anthropocene. In such an era of planet-wide transformation, we need a new model for planet-wide environmental politics. In this book, Frank Biermann proposes “earth system” governance as just such a new paradigm. Biermann offers both analytical and normative perspectives. He provides detailed analysis of global environmental politics in terms of five dimensions of effective governance: agency, particularly agency beyond that of state actors; architecture of governance, from local to global levels; accountability and legitimacy; equitable allocation of resources; and adaptiveness of governance systems. Biermann goes on to offer a wide range of policy proposals for future environmental governance and a revitalized United Nations, including the establishment of a World Environment Organization and a UN Sustainable Development Council, new mechanisms for strengthened representation of civil society and scientists in global decision making, innovative systems of qualified majority voting in multilateral negotiations, and novel institutions to protect those impacted by global change. Drawing on ten years of research, Biermann formulates earth system governance as an empirical reality and a political necessity.

Since the early 2000s, authoritarianism has risen as an increasingly powerful global phenomenon. This shift has not only social and political implications, but also environmental implications: authoritarian leaders seek to recast the relationship between society and the government in every aspect of public life, including environmental policy. When historians of technology or the environment have investigated the environmental consequences of authoritarian regimes, they have frequently argued that authoritarian regimes have been unable to produce positive environmental results or adjust successfully to global structural change, if they have shown any concern for the environment at all. Put another way, the scholarly consensus holds that authoritarian regimes on both the left and the right generally have demonstrated an anti-environmentalist bias, and when opposed by environmentalist social movements, have succeeded in silencing those voices. This book explores the theme of environmental politics and authoritarian regimes on both the right and the left. The authors argue that in instances when environmentalist policies offer the possibility of bolstering a country’s domestic (nationalist) appeal or its international prestige, authoritarian regimes can endorse and have endorsed environmental protective measures. The collection of essays analyzes environmentalist initiatives pursued by authoritarian regimes, and provides explanations for both the successes and failures of such regimes, looking at a range of case studies from a number of countries, including Brazil, China, Poland, and Zimbabwe. Can contemporary democratic governments tackle climate crisis? Some argue that democracy has to be a central part of a strategy to deal with climate change. Others argue that experience shows it not to be up to the challenge in the time frame available-that it will require a stronger hand, even a form of eco-authoritarianism. A question that does not lend itself to an easy assessment, this volume seeks to out and assess the competing answers. While the book supports the case for environmental democracy, it argues that establishing and sustaining democratic practices will be difficult during the global climate turmoil ahead, especially in the face of state of emergencies. This inquiry undertakes a search for an appropriate political-ecological strategy for preserving a measure of democratic governance during hard times. Without ignoring the global dimensions of the crisis, the analysis finds an alternative path in the theory and practices participatory environmental governance embodied in a growing relocalization movement, and global eco-localism generally. Although such movements largely operate under the radar of the social sciences, the media and the political realm generally, these vibrant socio-ecological movements not only speak to the crisis ahead, but are already well established and thriving on the ground, including ecovillages, eco-communes, eco-neighborhoods, and local transition initiatives. "Populism, Eco-populism, and the Future of Environmentalism analyzes the history and language of populism in order to fully comprehend the threat of eco-fascism - paradoxically revealing that it is possible for there to be both progressive eco-populist and right-wing sham eco-populist discourses. The book highlights the harrowing prospect that the crises of democracy now confronting countries such as the United States may culminate in forms of eco-fascism in a world increasingly divided over issues of economic and social inequality, immigration, and competition for dwindling resources. The author reveals that there is a language of eco-populism that accompanies populist and sham populist discourse of the left and right as ecological crises have assumed a more prominent role in national and global politics. These crises are exacerbated by the willingness of the fossil fuel industry to destabilize democracy in order to forestall government-imposed limits on carbon emissions and elimination of fossil fuel subsidies that threaten their profits. The book, primarily a work of political and ecological theory, draws on the history of populism as well as the history of conservation and modern environmental movements to make an innovative argument - that a radical form of right-wing sham eco-populism that emerged out of the crucible of the energy crisis and recession of the 1970s has substantially contributed to the crises we now face. The author maintains that the only plausible solution to current political and ecological crises is a progressive eco-populism that combines environmental justice and sustainability with economic and social justice, and offers resources that can help construct a democratic and inclusive movement and culture. A progressive eco-populist vision has led to proposals for a Green New Deal and the development of the Build Back Better Act currently being considered by the U.S. Congress, but the stalemate between progressive and conservative Democrats over the bill reveals both the compromised state of U.S. representative democracy and the need for a stronger movement to hold politicians and government accountable.
