Environmental Policy and Technical Change assesses the impact of environmental policy on technical change in cleaner technology. It focuses in particular on the possibility of inducing radical change in technology - a topic that is likely to move to the centre of the policy debate as people discover that incremental changes are not enough to achieve environmental sustainability. This innovative book sheds new light on the relationship between clean technology and environmental policy. It adopts an approach which combines a balance of both theoretical models of innovation and diffusion with empirical case studies. Dr Kemp examines policies such as subsidies, tradeable quotas, pollution taxes and emission standards in how they affect technical choices. Suggestions are offered on how environmental policies may be (re)designed towards the efficient conservation of environmental qualities by encouraging innovation in environmental benign technology. This important book will be essential reading for both researchers and environmental economists concerned with environmental policy and technical innovation.

Energy performance policy in the building sector - such as is described by EU Directive known as EPBD - has the aim of reducing energy consumption in buildings. Given the importance of the development of innovations in energy technology, and a transition to a sustainable energy supply system, it is necessary that policy instruments for energy conservation in the building sector stimulate the development and diffusion of innovations. This publication contributes to knowledge about the content of energy performance policy and concludes that the effect of energy performance policy in encouraging innovation is limited. The study of the innovation system of the Dutch construction industry identifies how the project-based nature of the construction industry is an obstacle to ‘learning-rich’ collaboration between the various stakeholders. The study contributes to the discussion about the impact of government policy for energy conservation in the building sector, in the context of climate change policy.

Microeconomic policies, dealing with individual industries and economic sectors, have traditionally addressed environmental concerns, but increasingly the environment is being viewed in terms of the macro economy. To improve its understanding of the interrelationship between macroeconomics and the environment, the IMF held a seminar in May 1995 at which recognized experts from academic and research institutions, nongovernmental organizations, and staff from the World Bank and the IMF shared their views on how macroeconomic policies affect the environment and how environmental policies affect the macro economy. The present volume, edited by Ved P. Gandhi, contains the papers and proceedings of this seminar.

Every decision about energy involves its price and cost. The price of gasoline and the cost of buying from foreign producers; the price of nuclear and hydroelectricity and the costs to our ecosystems; the price of electricity from coal-fired plants and the cost to the atmosphere. Giving life to inventions, lifestyle changes, geopolitical shifts, and things in-between, energy economics is of high interest to Academia, Corporations and Governments. For economists, energy economics is one of three subdisciplines which, taken together, compose an economic approach to the exploitation and preservation of natural resources: energy economics, which focuses on energy-related subjects such as renewable energy, hydropower, nuclear power, and the political economy of energy resource economics, which covers subjects in land and water use, such as mining, fisheries, agriculture, and forests environmental economics, which takes a broader view of natural resources through economic concepts such as risk, valuation, regulation, and distribution Although the three are closely related, they are not often presented as an integrated whole. This Encyclopedia has done just that by unifying these fields into a high-quality and unique overview. The only reference work that codifies the relationships among the three subdisciplines: energy economics, resource economics and environmental economics. Understanding these relationships just became simpler! Nobel Prize Winning Editor-in-Chief (joint recipient 2007 Peace Prize), Jason Shogren, has demonstrated excellent team work again, by coordinating and steering his Editorial Board to produce a cohesive work that guides the user seamlessly through the diverse topics This work contains in equal parts information from and about business, academic, and government perspectives and is intended to serve as a tool for unifying and systematizing research and analysis in business, universities, and government

This book contains six studies on various national environmental policies and environment -oriented technology policy systems in Austria, Denmark, Germany, the Netherlands, Spain, and the United Kingdom, sandwiched between this introductory and a concluding chapter. These studies were conducted as part of the ENVINNO research project, "Towards an Integration of Environmental and Ecology-Oriented Technology Policy: Stimulus and Response in Environment Related Innovation Networks", which formed part of the Targeted Social and Economic Research (TSER) Programme of Directorate-General XII of the European Commission, now 1 Directorate-General for Research. We like to thank Mrs. Genevieve Zdrojewski of GD Directorate-General Research for her kind support of our research project. The project was carried out between 1998 and 2001 by research teams from the six countries. The co-ordinating institute was the Department of Environmental Economics and Management at the Vienna University of 2 Economics and Business Administration. At this place we want to mention all researchers involved in the ENVINNO project and we want to thank them all for their contributions to this book and the project and for the good time we have had performing the project and meeting each other at regular intervals in Vienna (A), Enschede (NL), Berlin (D), and Sevilla (E). One of the central tenets of this book is that governmental policies must be designed to take into account market characteristics and environmental phenomena - simultaneously. This volume contains a new research effort of the `Fondazione Eni Enrico Mattei' and explores the theoretical underpinnings of environmental policy in a sub-optimal world. Topics considered link economic issues (oligopolistic market structures, firm heterogeneity, and the strategic behavior of governments) to environmental issues (emission abatements, cleaner technologies, and environmental taxation). The articles in this volume were chosen to achieve a balance between breadth and depth and were written by leading experts in the field. In short, this book is rich in policy implications and raises new issues and questions for future research.
