The Acid Rain 2000 Conference in Tsukuba, Japan, held 10-16 December 2000, was the sixth such conference in the series, starting with Columbus, Ohio, USA, in 1975, and including Sandefjord, Norway, in 1980, Muskoka, Canada, in 1985, Glasgow, UK, in 1990, and Göteborg, Sweden, in 1995. This series of International Conferences on the acid rain problem has made a very important contribution to the process of summarising the state of current understanding and making this information available. In the 6th Conference, approximately 600 papers were presented, including talks and posters. About 300 peer-reviewed papers from the presentation appear in this volume, and will provide readers with a comprehensive review of the history and scientific aspects of the acid rain problem. In December 1977 we published the first in this series of NGO-oriented reports on Asia's environment, Ajia Kankyo Hakusho 1997/98. This was published in English by Springer-Verlag as The State o/the Environment in Asia 1999/2000. Although only a few years have passed since then, Asia has seen tumultuous changes in the political, economic, social, environmental, and other domains, as well as a number of prominerit trends that could be regarded as harbingers of the new century. China, for instance, could henceforth decisively affect the evolution of environmental problems not only in Asia, but across the entire globe. Yet Chinese concern for and initiatives on pollution and environmental damage have increased more quickly than could have been anticipated just a few years ago. And on Taiwan, where a Democratic Progressive Party president was elected over the long-ruling Nationalist Party, an attorney who has cooperated with our pollution surveys for a decade, Hsieh Chang-ting, became mayor of Taiwan's largest heavy and chemical industry city of Kaohsiung, where he has begun a "Green Revolution. " On the Ko rean Peninsula, which has for many years endured the division of its people, as well as political and military tensions, there are the beginnings of a new North-South dialog. These changes are all welcome to those of us who wish to see new advances in environmental cooperation throughout Asia.

During the past three decades of rapid industrial growth, China has suffered from devastating environmental degradation. Most scholarly and popular publications have painted a rather pessimistic picture about the worrisome trend. Yet a somewhat more optimistic view has emerged in the past decade given the Chinese government’s increased commitment to fighting industrial pollution, the public’s increased concerns regarding the adverse effects of pollution, and domestic and international civil society’s increased involvement in promoting environmental protection in China. Drawing on the authors’ extensive research on Guangdong Province and a few large cities in other provinces, this book provides an in-depth study on China’s environmental governance and regulatory enforcement in the past two decades. Section 1 examines various institutional constraints for environmental regulation enforcement at the local level and how governance reform efforts in the past decade have contributed to the lessening of those constraints. Section 2 draws on data derived from surveys and interviews conducted in multiple cities and times; it examines the dominant regulatory enforcement styles of local environmental protection bureaus and how these styles vary across different regions and over time. Section 3 examines how various stakeholders—the general public, environmental groups, government entities, and corporations—affect the environmental governance process. Overall, the book presents a cautiously optimistic view on the evolution of environmental governance in China. While highlighting many political, institutional, social, and economic constraints, it also documents many changes that have taken place—including reform efforts from within the government administrative system, increasingly societal concerns and actions, and changing attitudes among corporate executives—potentially paving the way for more effective environmental governance in the future.
