Much is written in the popular literature about the current pace of technological change. But do we have enough scientific knowledge about the sources and management of innovation to properly inform policymaking in technology dependent domains such as energy and the environment? While it is agreed that technological change does not 'fall from heaven like autumn leaves,' the theory, data, and models are deficient. The specific mechanisms that govern the rate and direction of inventive activity, the drivers and scope for incremental improvements that occur during technology diffusion, and the spillover effects that cross-fertilize technological innovations remain poorly understood. This book collects some recent works on the application of dynamic game and control theory to the analysis of environmental problems. This collec tion of papers is not the outcome of a conference or of a workshop. It is rather the result of a careful screening from among a number of contribu tions that we have solicited across the world. In particular, we have been able to attract the work of some of the most prominent scholars in the field of dynamic analyses of the environment. Engineers, mathematicians and economists provide their views and analytical tools to better interpret the interactions between economic and environmental phenomena, thus achiev ing, through this interdisciplinary effort, new and interesting results. The goal of the book is more normative than descriptive. All papers include careful modelling of the dynamics of the main variables involved in the game between nature and economic agents and among economic agents themselves, as well-described in Vrieze's introductory chapter. Fur thermore, all papers use this careful modelling framework to provide policy prescriptions to the public agencies authorized to regulate emission dy namics. Several diverse problems are addressed: from global issues, such as the greenhouse effect or deforestation, to international ones, such as the management of fisheries, to local ones, for example, the control of effluent discharges. Moreover, pollution problems are not the only concern of this book.

Principles of Sustainable Development is the component of Encyclopedia of Development and Economic Sciences in the global Encyclopedia of Life Support Systems (EOLSS), which is an integrated compendium of twenty one Encyclopedias. Sustainable Development is a term of differing definitions. Standing alone, the term is abstract and ambiguous. The meaning most often cited is that adopted by the World Commission on Environment and Development: meeting today’s true needs and opportunities without jeopardizing the integrity of the planetary life-support base – the environment – and diminishing its ability to provide for needs, opportunities, and quality of life in the future. This definition may serve as a general principle, but for a guide to action its components sustainability and development must be given substance: what is to be sustained and what developed? Is development essentially economic or material growth, and is sustainability mostly a means to keep economic growth growing? Consequently, should development represent means toward ecologically sustainable ends? The concept of ecological sustainability has been advanced as a restriction on economic development. Even so the definition of the World Commission on Environment and Development, given the adequate definition of variable needs, provides the most reliable principle for testing the qualitative and ecological sustainability of development proposals. This collection of papers was originally prepared for an international symposium titled Economic Modelling of Sustainable Development: Between Theory and Practice, which was hosted by the Vrije Universiteit in Amsterdam, on December 20th 1996. The research projects at Fondazione Mattei have for some time now been dealing with the international dimension of environmental policy. Indeed, most environ mental phenomena have international implications, which stem from a number of factors: physical ones, such as the transnational or global consequences of pollution and resource conservation; technological factors, such as technological cooperation and diffusion; and economic factors, such as trad~, plant localiza tion and migrations. Considering the new possibilities offered by endogenous growth models and the improvement of data information, new variables have been introduced in the analysis of economic growth. But in spite of this important effort to develop a wider and more complete perspective of economic growth process, other kinds of relations and factors must be included. In the next chapters, authors analyse a set of variables or factors that the new perspective of the economic growth must include and the canonical models don't consider. The goal is to show that there are not only quantitative but also qualitative variables and factors that are growth enhancing. Traditionally, for instance, literature has studied the effects of income distribution on growth, but it does not consider environmental constraints in the process. Or it is important to consider the effects of social capital not just physical capital or human capital on the economic growth process. The role of the institutions is very important in this area.
