Funding infrastructure has always been a challenging issue in any country and at any time, yet the topic is still largely unexplored. The social returns of investment in water, roads, railways, or more recently telegraph or communication satellites are often apparent in the long run, but this distant horizon poses special problems to governments and investors. This volume provides a broad overview of the main financing solutions implemented in Europe to support infrastructures from the fall of the Roman Empire up to the end of the 20th century. It explores the diverse historical paths pursued in order to solve the problem of infrastructure finance in various European countries, and draws upon the findings of an international and interdisciplinary research project. It brings together case studies by economic historians, economists, and engineers, and the clear taxonomy guides the reader through the financing solutions that have been developed to fund infrastructure over almost three thousand years. The volume is organized into four parts; after an introductory chapter by the editors, Part One offers 'horizontal' contributions that cover the history of European infrastructure finance. Born in Italy to a well-to-do Jewish family, Emilio Segrè (1905-1989) became Enrico Fermi’s first graduate student in 1928, contributed to the discovery of slow neutrons and was appointed director of the University of Palermo’s physics laboratory in 1936. While visiting the Radiation Laboratory in Berkeley, California in 1938, he learned that he had been dismissed from his Palermo post by Mussolini’s Fascist regime. Ernest O. Lawrence hired him to work on the cyclotron at Berkeley with Luis Alvarez, Edwin McMillan, and Glenn Seaborg. Segrè was one of the first to join Oppenheimer at Los Alamos, where he became a group leader on the Manhattan Project. In 1959, he won the Nobel Prize in physics for the discovery of the antiproton. In this major interpretation of the crisis of democracy in Italy after World War I, Douglas Forsyth uses unpublished documents in Italy's central state archives, as well as private papers, diplomatic and bank archives in Italy, France, Britain and the United States, to analyse monetary and financial policy in Italy from the outbreak of war until the march on Rome. The study focuses on real and perceived conflicts and often painful choices between great power politics, economic growth, macroeconomic stabilisation and the preservation or strengthening of democratic consensus. The key issue explored is why governments in Italy after World War I, although headed by left-liberal reformers, were unable to press ahead with the democratic reformism which had characterised the so-called 'Giolittian era', 1901-1914. Their failure paved the way for parliamentary deadlock and Mussolini's seizure of power.
