Recent developments such as Sweden's' Feminist Foreign Policy, the "Hillary Doctrine," and the integration of women into combat roles in the U.S. have propelled gender equality to the forefront of international politics. The UN Department of Peacekeeping Operations, however, has been integrating gender equality into peacekeeping missions for nearly two decades as part of the women, peace and security agenda that has been most clearly articulated in UNSC Resolution 1325. To what extent have peacekeeping operations achieved gender equality in peacekeeping operations and been vehicles for promoting gender equality in post-conflict states? While there have been major improvements related to women's participation and protection, there is still much left to be desired. Sabrina Karim and Kyle Beardsley argue that gender power imbalances between the sexes and among genders place restrictions on the participation of women in peacekeeping missions. Specifically, discrimination, a relegation of women to safe spaces, and sexual exploitation, abuse, harassment, and violence (SEAHV) continue to threaten progress on gender equality. Using unique cross-national data on sex-disaggregated participation of peacekeepers and on the allegations of SEAHV, as well as original data from the UN Mission in Liberia, the authors examine the origins and consequences of these challenges. Karim and Beardsley also identify and examine how increasing the representation of women in peacekeeping forces, and even more importantly through enhancing a more holistic value for "equal opportunity," can enable peacekeeping operations to overcome the challenges posed by power imbalances and be more of an example of and vehicle for gender equality globally.

This book investigates to what extent UNSCR 1325/WPS agenda has functioned in practice, to advance women’s equality and empowerment in the peacekeeping context and beyond. The book examines whether widespread implementation of UNSCR 1325 and the broader WPS agenda via gender mainstreaming in UN operations has translated into increased gender equality in peacekeeping operations, the broader UN institutional context and, by extension, the host countries in which missions are situated, via norm dissemination. The book investigates this via a review of the implementation of UNSCR1325 in the operations chosen as research sites over three snapshot years. The book undertakes a comparative analysis that scrutinizes if, how and under what conditions gender mainstreaming has succeeded as a strategy to advance gender equality by analyzing the factors/conditions that have led to successful gender mainstreaming across the operational context, and those that have impeded this outcome. The book concludes that, despite rhetorical commitments to women’s equality in peacekeeping since the passage of UNSCR 1325, progress on the ground has remained minimal, and that the operational environment continues to be discriminatory against women. Both quantitatively and qualitatively, women do not participate as equal partners in peacekeeping and continue to have less access to resources and decision-making power, overall. The book interrogates that by exploring the spaces available within law, policy and practice of the UN to pursue the human rights agenda of gender equality and considers whether UNSCR 1325 has enlarged those spaces. It also points to the irony of internal UN structures failing to adequately adapt to their own gender mainstreaming mandates, while those same structures have delivered some gender equality mandates successes externally, at local levels. This book will be of interest to students of peacekeeping, gender studies, and International Relations.

The United Nations, which lacks its own peacekeeping force, faces three dilemmas when organizing a peacekeeping mission: convincing member states to contribute troops, persuading states to deploy troops quickly, and securing a troop commitment long enough to achieve success. The key to overcoming these challenges, Gary Uzonyi argues, is emphasizing the connection between peacekeeping and slowing the flow of refugees across borders. Finding Soldiers of Peace makes the case for this approach, which balances states’ self-interests with the United Nations’ goal of civilian protection. Through an analysis of post–Cold War UN peacekeeping missions, particularly interventions in Mali and Sudan, Uzonyi shows how member states often tie civilian protection rhetoric to efforts to keep conflict-driven refugees from crossing into their territory. Conventional wisdom holds that member states primarily engage in peacekeeping for payment or humanitarian reasons. Uzonyi proves otherwise, helping scholars and practitioners more accurately predict which member states are most likely to send support, where states may send assistance, when they might become involved, the size of their contribution, and their timetable for leaving. His research promotes practical strategies for the organization and execution of future missions that ensure member states stay invested in the outcome. A data-rich exploration of the UN response to humanitarian crises, Finding Soldiers of Peace shows how policymakers and practitioners can better strategize the execution of UN peacekeeping missions among diverse, and even contentious, stakeholders.

Despite increased opportunities for women in the militaries of many countries and wider recognition of the value of including gender perspectives to enhance operational effectiveness, progress has encountered roadblocks even nearly twenty years after United Nations Security Council Resolution 1325 kicked off the women, peace, and security agenda. Robert Egnell, Mayesha Alam, and the contributors to this volume conclude that there is no single model for change that can be applied to every country, but the comparative findings reveal many policy-relevant lessons while advancing scholarship about women and gendered perspectives in the military.
